Project Overview

The goal of the USAID/BHA Market-Based Approaches for Sustainable Livelihoods in Mozambique’s Cabo Delgado Province Activity is to transition households of IDPs and returnees in Cabo Delgado from food assistance to sustainable livelihoods.

Purpose of Position

Palladium seeks a Monitoring and Evaluation (M&E) Lead who will provide the overall technical direction on monitoring methodology and data analysis. The M&E Lead will be responsible for the design of the monitoring plan, data collection tools and other required deliverables.

Responsibilities

  • Design a monitoring, verification and reporting system capable of collecting, analyzing, and reporting data on BHA-funded projects in Mozambique;
  • Facilitate regular collaborative, learning, adaptive (CLA) sessions with project team and partners and integrate CLA across program cycle;
  • Lead qualitative and quantitative data collection and analysis, including methodology for collecting sensitive data from vulnerable populations and from private sector firms;
  • Develop and deliver field monitor training and capacity building to implementing partners to ensure accurate and quality reporting;
  • Lead opportunities to leverage data for implementation research and special studies;
  • Lead the development of regular reports on the analysis conducted;
  • Perform any other tasks as required by the immediate supervisor.

Requirements

  • Bachelor’s/master’s degree in international affairs, social science, economics, statistics, and other relevant fields;
  • Minimum 8 years of experience providing monitoring and evaluation and data collection services on international development projects;
  • Demonstrated experience conducting quantitative and qualitative field research in post-conflict or complex emergencies;
  • Familiarity with the USAID Bureau of Humanitarian Assistance (BHA) highly preferred;
  • Mozambican nationality or permanent residency required;
  • Fluency in written and oral English required;
  • Portuguese language proficiency is preferred, as well as languages or dialects spoken in northern Mozambique, such as Makua-Lomwe or dialects of Tsonga and Shona.
