Chemonics seeks a Deputy Chief of Party, Technical for the anticipated USAID/Colombia Responsive Governance Activity (RG II) based in Colombia. The project aims to enhance good governance, public financial management, and effective public service delivery in conflicted-affected municipalities. The Deputy Chief of Party, Technical will work closely with the Chief of Party to provide strategic direction and oversee daily technical activities to ensure that the activity meets stated goals. This position will be based in Bogota, Colombia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Oversee project technical team and daily technical activities, supporting with overall strategy and implementation of project activities;
- Assist the Chief of Party in creating and maintaining strong working relationships with USAID, Government of Colombia counterparts, local organizations, and other program partners;
- Manage long-term staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results;
- Lead the development of the annual work plan and other deliverables to meet contractual obligations;
- Ensure effective coordination of the program activities with budget/finance, grants, procurement, and operations personnel;
- Serve as acting Chief of Party in their absence.
Qualifications:
- Bachelor’s degree in a relevant field, such as political science law, public administration, economics, or administrative science. Master’s degree is preferred;
- A minimum of seven years of experience managing or leading donor funded projects or similar efforts in the governance sector;
- A minimum of three years of supervisory experience, overseeing staff and teams, preferably in Colombia;
- Proven capacity to establish strong working relationships with government entities, donors, partners, other implementing partners, and international organizations;
- Technical expertise in governance, public policy, public financial management, decentralization, and/or public service delivery, specifically in the Colombian context;
- Proven success working in team environment with geographically dispersed program and technical staff;
- Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively;
- Demonstrated leadership, versatility, and integrity;
- Fluent spoken, written and reading ability in Spanish. English fluency preferred.
