The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The position is in the Resources and Markets Branch of the Industry and Economy Division at the Geneva Duty Station. Under the overall supervision of the Head of the Economic and Trade Policy Unit and under the day-to-day supervision of the Senior Economic Affairs Officer in the Economic and Trade Policy Unit who leads the GEF-8 NZNP IP Global Platform, the Programme Officer will be responsible for the following duties:

Responsibilities

  • Management and monitoring of the delivery of the GEF-8 NZNP IP log frame in liaison with the CCMU GEF team, coordinating the support provided by the Global Platform of the project with other co-leads.
  • Manage the implementation of the GEF-8 NZNP IP project; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Coordinate GEF-8 NZNP IP global platform knowledge product production, including the review and analysis of issues and trends, including other research activities and studies.
  • Prepares various written outputs, e.g. guidance materials, annual reports, good practice reports, inputs to publications.
  • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Undertakes outreach activities; coordinate training/regional technical workshops, seminars; makes presentations on assigned topics/activities. Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Develop draft legal agreements for new projects and project extensions. Prepare project supervision plans and risk logs for projects and periodically update them.
  • Request the Executing Agencies to update their procurement plans and review such plans, providing inputs to finalize them.
  • Prepare project revision documents for technical and financial revisions for projects, ensuring that project revision documentation is complete for UNEP approval; Review expenditure reports together with the finance team to ensure (a) correct amounts have been charged; (b)expenditures are aligned with project deliverables and thus acceptable; (c) expenditure is not exceeding the budget line allocations and overall budget.   • Review cash advance requests in collaboration with the finance team. Provide guidance to Executing Agencies in order for them to complete the document correctly.
  • Provide guidelines to enhance the capacity of recipient countries to make an informed and impactful strategic decision on the use of GEF resources as well as develop best practices to maximize knowledge-sharing, innovations, and scaling up of impact
  • Ensure that country portfolios are aligned with national priorities and with the ambitious goals of GEF-8 NZNP programming to deliver highest impact and increased engagement with countries' stakeholders to also enhance the visibility of the GEF as a strategic partner at county level, in line with the GEF Visibility Policy
  • Identification, design, implementation support and monitoring of GEF projects and programmes and those of other environmental financing mechanisms. This includes strategic and policy work, with a focus on the nexus between global environmental challenges and sustainable agriculture, including climate change and resilience, land, water, fisheries, forestry, biological diversity and other environmental services.
  • Ensure quality control of the GEF project concepts and full project proposals in line with GEF eligibility criteria and alignment with GEF-8 Programming Directions.
  • Contribute to, and/or advise on GEF implementation support including, conducting mid-term reviews of projects.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (Master's degree or equivalent) in public policy, economics including environmental economics, finance or related area is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in project or programme management of global projects focused on national economic and development planning or public finance and public policy, especially through GEF funded projects is required. Experience of results-based project planning, monitoring and reporting is desirable. Experience of supervising global projects related to macro-finance of climate and/or biodiversity is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of the other working languages of the UN Secretariat (French or Spanish) is desirable. Knowledge of another UN official language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
