Chemonics International Inc. seeks interested and qualified individuals for the Chief of Party (COP) position to lead the anticipated five-year $10- million USAID-funded Strengthening Systems for Health Security Activity (SSHS) in Peru.

The purpose of this SSHS activity is to help Peru build robust capabilities in preventing, detecting, and responding to infectious disease and health threats to ensure national and global health security (GHS) by working on the following three objectives: 1) Better prevention of infectious diseases through the reduction of disease transmission from animals to human populations; 2) Better detection of infectious diseases through improved surveillance systems; and 3) Effective response to infectious disease outbreaks through a skilled and competent health security workforce.

The COP is responsible for providing overall strategic direction and leadership for the project; managing the development of technical strategies and work plans; monitoring programmatic, financial, and administrative performance; supervising the administration of standard project operating and financial procedures; managing short- and long-term technical assistance; and maintaining effective communication with the client, the headquarters office, the public and private sectors, and other donors and cooperating agencies.

The position is anticipated to be based in in Lima, Peru. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Please note that hiring for this position is contingent upon future award to Chemonics International.

Key Responsibilities:

  • Provide overall project leadership, oversight, management, and technical direction of the Activity’s strategic vision and interventions to achieve results and impact;
  • Support the development and implementation of critical management systems that will support project work planning, timely reporting, and performance management;
  • Oversee and review all technical writing products and deliverables, including ongoing quality assurance and quality improvement;
  • Ensure compliance with Chemonics, USG/USAID, and other relevant entities’ regulations and policies, including adherence to contractual obligations, financial management, and reporting requirements;
  • Maintain open, two-way communication and liaise with USAID/Peru, the national government, the project’s staff, and the Chemonics Washington DC office;
  • Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
  • Coordinate, collaborate, and provide guidance to relevant parties, including sub-recipients and other partners, to build the capacity of national and subnational structures and systems;
  • Cultivate and maintain effective dialogue and relationships with the partners, private providers, and other key stakeholders in the private and public sectors at the community, country, and international level;
  • Liaise with Chemonics Washington DC security staff and other security stakeholders to ensure the safety of staff, assets, and beneficiaries;
  • Manage a team of senior direct reports including technical and finance directors;
  • Deliver verbal or written presentations, as requested, to various audiences;
  • Performs other duties and responsibilities as required.

Qualifications:

  • A medical degree or advanced degree in public health, business or public administration, international development, or other closely related field;
  • Minimum 10 years of progressively responsible experience managing public health programs in Latin America; experience in Peru preferred;
  • Previous experience managing USAID-funded projects of similar size and scope, including knowledge of USAID rules and regulations, compliance, reporting requirements, and subaward management;
  • Minimum of 5 years of experience in a COP, team leader, or Director role, preferably with a focus on global health security, infectious diseases, and/or health systems strengthening programming in Peru or other Latin American country;
  • Prior experience working on public health issues at the subnational and national levels in Peru;
  • Established connections and familiarity with organizations working on One Health initiatives in Peru, including governmental bodies, local NGOs, international organizations, and academic institutions.
  • Significant experience working with counterparts at various governmental levels (national and subnational), the private sector, civil society, community-based organizations, international organizations, and other stakeholders;
  • Strong understanding of capacity development approaches for locally-led initiatives;
  • Demonstrated skills to ensure coherence and consistency in a fast-paced environment under tight deadlines, including quality control and timeliness of all deliverables;
  • Ability to build, motivate, and lead multicultural and multidisciplinary teams;
  • Demonstrated leadership, versatility, and integrity;
  • Excellent communication, presentation, and writing skills in both English and Spanish required;
  • Ability to live and work in Lima, Peru, with travel to the Peruvian regions as required.
