The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the Source to Sea Pollution Unit, Ecosystems Division, at the Nairobi duty station. Under the overall supervision of Head, Marine and Fresh Waters Branch and direct supervision of Chief, Source to Sea Pollution Unit, the incumbent will be responsible for the following duties:

Responsibilities

  • Develops, implements and evaluates assigned programmes/projects, and activities under the nutrients portfolio; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
  • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
  • Provides policy and technical advice and support to governments, partners and other stakeholders on implementation of Global Partnership on Nutrients management (GPNM), UNEA resolutions including sustainable Nitrogen management and related initiatives.
  • Contributes to the Marine and Freshwaters Branch and Ecosystem Division’s overall goals as well as to the achievements of UNEP midterm strategy (MTS) and programme of Work (PoW) priorities through the alignment of projects and programmes.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in engineering, wastewater management, economics, environmental science, natural resources management, or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in project or programme management on sustainable water or wastewater management is required. A minimum of three (3) years of work experience at the international level within the United Nations common system or other similar international organization is required. Work experience in resource mobilization at international level, including the development of project proposals and management of donor relations, is desirable. Experience in large-scale project design, supervision, monitoring, and evaluation is desirable. Experience in developing and implementing policies and strategies for wastewater management is desirable. Experience in convening policy action on wastewater, with strong understanding of technical issues in wastewater management is desirable A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the two working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another official UN language is desirable. NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
