We are seeking a Program Development Officer (PDO) to serve with our office in Kyiv, Ukraine. This role supports and coordinates the processes related to proposal development which includes writing, editing, and the compilation of lessons learned. The PDO is involved with all parts of program and grant proposals, and provides technical assistance to each of the Samaritan's Purse Ukraine projects. A day in the life of a Program Development Officer in Ukraine

  • In the role of Program Development Officer, you will have the opportunity to:
  • Maintain your personal relationship with Jesus Christ and be an effective witness for Him
  • Work with Program Managers and their staff to develop realistic programming and budgets for Samaritan's Purse Ukraine projects and sub-bases
  • Assist and coordinate with the Country Director, Grants Manager, and Program Managers in the development and creation of a country plan and strategy (including Theory of Change).
  • Build and cultivate relationships on behalf of Samaritan's Purse Ukraine with bilateral donors, international NGOs, Affiliate offices, and other agencies within Ukraine.
  • Represent Samaritan's Purse Ukraine in relevant NGO meetings.
  • Support the Grants manager with updating Program Managers and Technical Advisors regarding grant related rules and regulations of the field office and ensures awareness of all relevant meetings, progress, and ideas being formulated.
  • All other duties as assigned

Qualifications & Experience

  • Bachelors degree from a 4-year college or university in International Affairs, Development, Politics, or related field of study and two (2) years experience in program management and two (2) years of cross-cultural experience, preferably in the implementation of relief and development programming. Grant management experience preferred
  • Technical writing skills for developing proposals, training/instruction manuals, and reports
  • General knowledge of the grant submission processes of institutional donors including the UN and USAID
  • General knowledge of multi-stakeholder processes such as working in consortia, networking with social enterprises or topics around corporate-social responsibility, and representing the organization as it supplements the work of another agency or larger organization
  • General knowledge and understanding of major grantors and applicable requirements, including USAID, BHA, WFP, IOM, UNICEF, UNHCR
  • Ability to analyze data and project activities against core documents, policies, humanitarian ethics, and organizational goals
  • General knowledge of Microsoft Office programs
  • Ability work with culturally diverse groups of people and live under difficult conditions
  • Ability to work creatively and independently
  • 12 credit hours of college-level Biblical Studies (required)
  • Language Requirement: Fluency in English (required)
