POSITION SUMMARY:

Blumont is implementing Uplift Project in Za’atari Refugee Camp Mafraq funded by UNHCR, targeting vulnerable Syrian refugees from both genders and from different age groups. The project implementing various activities such as social protection, cash for work (IBVs recruitment), livelihoods, case management, community mobilization, community engagement, community initiatives and many others. These activities aim to reduce disparities and vulnerabilities and increase interaction, networks, engagement, and dialogue in and between groups, in order to strengthen social cohesion at the community level. Against this background, Blumont seeks to recruit a Livelihoods Officer to support the day-to-day results-based implementation of its livelihood activities. Under the direct supervision of the Technical Lead, the Livelihoods Officer will work closely with the Program team and in the targeted districts on all aspects related to Livelihoods including vocational activities, career counseling, small and medium enterprises as well as income generation projects. He/she will work closely with the Livelihoods, Vocational sector focal person, and working groups inside the camp. A key part of this role will be steering the livelihoods center and work hand in hand with the hired IBVs. Moreover, she/he will contribute in the situational analysis of the livelihood interventions in the camp and play as an advocator for change toward better living conditions for refugees. S/he will ensure regular consultation and interaction with the gender and protection team to ensure that the project activities are gender transformative and aligned with Blumont/ UNHCR standards.

KEY AREAS OF ACCOUNTABLITY

Support the implementation of the livelihood component of the project:

  • In close coordination with Technical Lead, the livelihoods officer will be responsible on planning, designing, and implementing livelihoods activities in the camp and ensure the overall implementation timeline is realistic and achievable within the project life.
  • Actively contribute to the development of livelihoods portfolio in the implementation site and be up to date with livelihoods strategies and sectors plans.
  • Coordinate, provide technical support and proactively engage with livelihoods IBVs team at the project sites in the planning, implementation, and improving the overall performance and delivery.
  • Support and build staff and IBVs capacity in the area of livelihoods and economic inclusion through training mentoring, delegations, regular technical coaching.
  • Contribute in developing project implementation tools such as counselling questionnaires, vulnerability criteria, curriculum documents, mentoring and assessment tools, and any other technical tools as needed.
  • In coordination with program team, prepare and submit regular reports on project activities as required, and maintain program proper documentation and archiving.
  • Works closely with M&E team on accurate data collection, strict monitoring and feedback on program implementation and timely delivery of project interventions.
  • Assist with planning and tracking financial expenditures.
  • Assist in recruiting IBVs for livelihood component, overseeing their performance, and ensure proper implementation of the knowledge transfer tool over time.
  • Represents BLUMONT independently or together with other colleagues in in relevant Coordination Meetings, Livelihood working group, vocational working group, Home based businesses Task Force, meetings with UNHCR or potential donors, government and international organizations in Za’atari and assigned locations.

Coordination and Networking tasks:

  • Mapping and coordination of project activities with Livelihood and basic needs working group, local authorities and administrative actors.
  • Effectively represent Blumont at the related working groups at the camp level and local authorities’ coordination meetings including sharing project implementation plans, brief progress reports, and monitoring visits.
  • Identify and promote a culture of synergies between the project and other components including conduct of joint trainings, exchange visits to promote learning and exchange of ideas.
  • Create opportunities for local government / private sectors and other development agencies to interact with the project to increase capacities and awareness across the project livelihoods interventions.
  • Facilitate project visits by donor, external delegations, media and local and overseas Blumont staff as appropriate.

Knowledge Management, Learning and Communication tasks:

  • Support case studies, pilots, research initiatives to test new theories and generate new learning.
  • Facilitate reflective sessions (after action reviews) in collaboration with MEAL and the program team, generate lessons and best practices, document and disseminate to spread knew
  • Promote a culture of innovation by sharing, experiences, best practices and M&E information among colleagues.
  • Keep up-to-date with the trends in the humanitarian sector and share new knowledge and experience.
  • Generate evidence to support advocacy initiatives and communication material for promotional purposes (includes short videos, dispatches, success stories, etc.)
  • Provide analytical data for strategic purposes, new programs development and contribute by writing sections of new proposals.
  • Network externally to identify consortium partners and new funding opportunities.

QUALIFICATIONS

  • University degree in economics, human development, business administration, social science, and any other related field with 5+ years of demonstrated record of field and technical experience at regional and local level in complex emergencies.

EXPERIENCE and SKILLS

  • Previous experience working in NGOs/INGOs in the emergency, crises, and development context in Jordan.
  • Ability to work under pressure and with minimal supervision and demonstrate solid understanding of camp dynamics.
  • Proven ability to manage multi-sectorial programs and a diverse staff.
  • Demonstrated strong interpersonal skills
  • Fluency in English. Excellent oral and written communication skills
  • Excellent computer skills and proficiency in MS Office application
