This Proposal Opportunity:

The goal of the USAID-funded Health Security Activity in Guatemala is to provide tailored and targeted technical support in areas of highest need and priority to key actors and entities in Guatemala to strengthen the health system and human resource capabilities that build resilience and self-reliance to prevent, mitigate and respond to the health and economic impacts of emerging infectious disease pandemics.

Reporting and Supervision:

This position will report to the Guatemala Health Security Chief of Party.

Purpose of Position:

The Monitoring, Evaluation, and Learning MEL Director will be involved in the planning, initial assessment, and reporting on the achievement of program activities and objectives. The MEL Director will lead the development of an MEL plan and monitor progress and implementation throughout the life of the project.

Roles and responsibilities:

  • The Guatemala Health Security MEL Director will be responsible for managing all aspects of the Contractor’s responsibilities pertaining to MEL, learning and knowledge management under this contract.
  • They will be responsible for ensuring that the Cooperative Agreement is able to track and report indicators to ensure both technical and management monitoring of program implementation and achievement of indicators.
  • They will respond to issues related to project- and country-level MEL deliverables, and ensure that all the deliverables are linked, streamlined and present a coherent picture of breadth and depth of data collection, analysis, visualization, and results-driven reporting. Responsibilities will include, but not be limited to the following:
  • Develop and manage the project’s MEL plan(s), indicator reference sheets, results reporting, data use systems/activities, and project evaluation strategy.
  • Provide technical leadership and oversight to capture and communicate program results; ensure high-quality, timely, valid, and verifiable data collection, analysis, and reporting.
  • Manage all MEL deliverables and research for the project, ensuring that all required reports and documentation for the project’s internal management systems and external reporting are USAID-compliant. Oversee the project’s MEL system and maintain compliant reporting procedures and guidelines. Lead development/selection and application of MEL tools.
  • Develop and implement a framework for project results measurement, accountability, and reporting of project successes, including articulation of theories of change.
  • Use a Collaborating, Learning, and Adapting framework to ensure that lessons learned and best practices are captured, synthesized, reported, and disseminated. Identify and communicate data trends to allow for changes in program implementation and innovation in approaches.
  • Support prioritization and regular use of health information by project partners at national and subnational levels, and leverage routine information systems to the extent possible.
  • Lead and build the capacity of MEL officers, including remote and field-based staff, to meet program needs and deliverables.
  • Provide technical training where necessary.

Key Competencies Required:

  • The MEL Director must have 10+ years of experience in monitoring and evaluation of large-scale development programs, including managing rigorous MEL systems.
  • They must have experience developing, implementing, and managing performance monitoring plans and designing transparent MEL systems that report progress against project indicators.
  • The role requires knowledge of data collection and verification protocols and the ability to identify and communicate data trends for program adaptation.
  • The role requires strong communication, organizational, and management skills and a strong understanding of USAID regulations and MEL reporting requirements, preferably in the health sector, as well as best practices in MEL.
  • They must have a master’s degree or higher in a relevant field; experience on projects related to global health security, infectious disease, One Health, data analysis, or related areas is preferred.
