On 8 December 2011, the Council adopted Decision 2011/819/CFSP (1) appointing Mr Alexander RONDOS as the European Union Special Representative (EUSR) for the Horn of Africa. The current mandate of the EUSR mandate is to expire on 29 February 2020. For the purposes of the mandate of the EUSR, the Horn of Africa is defined as comprising the Republic of Djibouti, the State of Eritrea, the Federal Democratic Republic of Ethiopia, the Republic of Kenya, the Federal Republic of Somalia, and the Republic of the Sudan, the Republic of South Sudan and the Republic of Uganda.
The EUSR is seeking to recruit an experienced Mission Security Officer to be based in his office in Nairobi, Kenya in order to assist him in fulfilling his obligation of providing security to his team in the region and as a whole. All interested candidates are invited to apply for this post according to the instructions provided in the last section of this document.
In line with the EU's Policy on the Security of staff deployed outside the EU in an operational capacity under Title V of the Treaty of the European Union (Field Security Policy), and under the authority of the EU Special Representative for the Horn of Africa (EUSR), the MSO is responsible for the following main tasks:

The position of Mission Security Officer is at Mission support level and is based in Nairobi, Kenya. The grading of the successful candidate will be determined based on the years of relevant professional experience. Only shortlisted candidates will be contacted for interviews, and only candidates meeting all the listed essential criteria will be eligible for shortlisting. The successful candidate will be offered an international contract with initial duration until 29 February 2020. The contract would be renewed only upon extension of the current mandate of the EUSR for the Horn of Africa. The successful candidate will be expected to be deployed and take up his duties as soon as possible and no later than the end of June.
