The position is located in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) with duty station in Dakar, Senegal. The incumbent will work under the direct supervision of the UNODC Regional Representative at ROSEN and in cooperation with all ROSEN substantive sections. The incumbent will receive substantive and policy guidance as well as technical support from the relevant UNODC substantive branches, sections and units located at UNODC headquarters in Vienna, Austria.

Responsibilities

The incumbent will be responsible for the development, coordination and implementation of the UNODC Sahel Programme, in line with UNODC Strategic Vision for Africa and the United Nations Integrated Strategy for the Sahel (UNISS). Within delegated authority, the incumbent will perform the following specific duties:

  • Serve as the coordinator for the UNODC Sahel Programme 2013-2027, focusing on strengthening crime prevention strategies and criminal justice responses to terrorism, violent extremism, and organized crime in the region;
  • Ensure effective gender mainstreaming in the Programme and promote initiative to advance the Women Peace and Security and the Youth Peace and Security agenda;
  • Monitor and analyze the project's development and implementation in collaboration with relevant UNODC branches, sections, and units;
  • Consolidate annual work plans, including budget estimates and responsibility allocations, and ensure effective follow-up actions;
  • Coordinate, prepare, and review narrative and financial reports for the project, develop and support evaluation processes, and monitor project progress through the Integrated Planning, Management, and Reporting (IPMR) system;
  • Plan and conduct reviews, monitoring, and analyses of developments affecting the project, preparing strategic programming documentation as necessary;
  • Establish and maintain partnerships, negotiate and consult with internal and external stakeholders to develop synergies and operational partnerships;
  • Conduct capacity assessments, provide technical advice, assistance, and mentorship to counterparts, and support the development of specialized training materials and capacity-building packages;
  • Organize and coordinate UNODC contributions to the UN integrated strategy for the Sahel, including attending relevant meetings and forums;
  • Participate in the recruitment of personnel, manage financial resources and budget compliance;
  • Supervise staff, consultants, and interns, ensuring effective support and guidance for project activities;
  • Lead or participate in field missions to assess needs, oversee implementation, and evaluate resource efficiency;
  • Represent UNODC at regional or international events related to the project, providing expert advice and analysis;
  • Engage in fundraising activities, building support for the project and identifying additional funding sources;
  • Provide technical expertise for programme expansion, liaising with UNODC HQ and external stakeholders to ensure specialized expertise is integrated into new proposals;
  • Handle all project-related correspondence and prepare various written outputs, including background papers, reports, analyses, and policy documents;
  • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting;
  • Perform other work-related duties as required.

Has knowledge of policies and practices in international drug control and crime prevention and has knowledge of UNODC mandates. Has conceptual analytical and evaluative skills to conduct independent research and analysis and to conduct data collection using various methods. Has very good drafting skills and is able to analyse extensive substantive documentation and to prepare comprehensive reports, summaries and policy briefs. Education

  • An advanced university degree (Master’s degree or equivalent) in law, economics, business administration, management, political science, social sciences or related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible relevant professional work experience in project or programme management and administration in one or more of UNODC’s thematic areas, including at international level, is required;
  • Work experience in donor relations and fundraising is required;
  • Work experience in managing teams is required;
  • Work experience with an Enterprise Resource Planning (ERP) system is required;
  • Work experience in developing or implementing initiatives on Women, Peace and Security is desirable;
  • Work experience in joint programming with other UN entities in areas related to UNODC’s mandates is desirable;
  • Work experience within the United Nations system or similar international organization including programme policies, guidelines, procedures and project management systems is desirable;
  • Work experience with counterparts in the field is desirable;
  • Work experience in engaging and building partnerships with Government counterparts is desirable;
  • Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of other United Nations official languages is an advantage.
