The Deputy Team Lead – Strategy & Programs is a member of the PLMSP Senior Leadership Team and will be responsible for overseeing the development and implementation of key PLMSP strategies, including the 4-year integrated delivery strategy, thematic strategies and 10 partner country engagement strategies. The Deputy Team Leader – Strategy Programs will ensure implementation of PLMSP is guided by strategy that reflects the bilateral and development objectives of the program. This role will provide support to PLMSP streams with strategy implementation, including through annual planning processes, key engagements with LSUs/in-country stakeholders, routine reviews and reporting.

The Deputy Team Lead will be responsible for:

  • Oversee the development of key PLMSP strategies, including the 4-year integrated delivery strategy and 10 x country engagement strategies, ensuring that:
    • The strategies contribute to DFAT’s bilateral objectives, are aligned with relevant DFAT policies, and contribute to PLMSP’s end of program outcomes;
    • PLMSP streams developing strategies are consulting with relevant stakeholders in a proactive, timely and culturally sensitive way;
    • The strategies are based on evidence and learnings, reflect the political context of implementation in the relevant country as well as the flexibility required to deliver PLMSP.
  • Regularly engage with DFAT (including Posts) as well as sending country governments and other relevant stakeholders to ensure PLMSP strategy and implementation reflect bilateral priorities, ensuring that emerging priorities are supported in PLMSP implementation and risks are managed;
  • Support the development and maintenance of PLMSP’s relationships/partnerships with relevant stakeholders, including partner governments, sending country governments, in-country organisations, multilateral and regional stakeholders that actively contribute to PLMSP’s strategic objectives;
  • Support PLMSP streams with strategy implementation and development of innovative solutions, including through annual planning processes, key engagements with LSUs/in-country stakeholders, routine review and reporting;
  • As a member of the PLMSP Senior Leadership Team, contribute to efforts on program management, team management, risk management, and program engagement;
  • Provide leadership and direction to the wider team; motivating others to achieve goals through collaboration, trust-building and creating an inclusive work environment;
  • During the inception phase, DTL – Strategy and Programs will not have line management responsibilities to enable the role to focus on whole of program strategy development. Consideration will be given during this phase as to appropriate line management responsibilities during the implementation phase.

We are seeking an individual who

  • At least 15 years international development experience, including in-program implementation and country-partner engagement;
  • A relevant post-graduate qualification (e.g. international development, international relations, social science);
  • A strong understanding of Australia’s bilateral and development objectives in the Pacific and Timor-Leste;
  • Significant experience working in the Pacific and/or Timor-Leste on DFAT, MFAT, or other international development programs, demonstrating cultural sensitivity and strong interpersonal skills;
  • An understanding of current issues in relation to circular labour mobility, including related policy and regulatory frameworks, and the ability to translate these into strategy and implementation;
  • Highly experienced in developing and providing strategic advice to senior officials;
  • Demonstrated management experience and capabilities with strong interpersonal and communication skills with experience leading diverse teams;
  • Strong ability to prepare accessible written outputs and to present findings to a wide range of stakeholders.
