POSITION SUMMARY
The Senior Project Officer will lead the implementation of the project “Enhancing Zambia’s Nationally Determined Contributions (NDC) Implementation (EZ-NDC)” which aims to directly enhance Zambia transition to a climate-resilient, socially inclusive and green economy. The Project Manager supported by the GGGI Country Lead will be the point of contact and lead the stakeholder engagement with the MGEE staff, other key coordinating ministries, and other in-country key stakeholders.
The Senior Project Officer will provide project management and technical support and lead the supervision of the project operations, implementation, reporting, monitoring, and evaluation; provide oversight to the implementation of the project through coordination and communication with high-level, local, and private sector stakeholders. This support will be in close collaboration with the Ministry of Green Economy and Environment as the lead ministry. The position will report directly to GGGI’s Country Lead for Zambia. This is a full-time position, and the selected candidate will be based in Lusaka, Zambia at the GGGI offices at the MGEE.
PURPOSE
- Strengthen country capacity of the ministry and key stakeholders to deliver on climate action by enhancing coordination mechanisms for inter-institutional coordination.
- Leverage best practices from the region by engaging with experts, knowledge management and facilitating south-south capacity building.
- Lead the development and delivery of a capacity-building programme for key stakeholder institutions on climate change and governance structures.
- Support the development and operationalisation of a secondment programme to build capacity and foster institutional coordination on climate action.
- Support the mainstreaming of green growth and climate change in sub-national planning
ENGAGEMENT
- Facilitate effective communication and decision-making between GGGI and all stakeholders to ensure ongoing stakeholder cohesion and effective process management.
- Represent GGGI externally as delegated by the GGGI Country Lead, including but not limited to donor meetings, project areas etc.
- Facilitate engagement with civil society, academia, government institutions and private sector as part of the development of the capacity-building programme.
- Provision of direction and guidance to project implementation team and responsible parties;
- Identification and obtaining any support and advice required for the management, planning and control of the project.
- Maintain strong working relationships with key officials in government particularly MGEE and other relevant public and private institutions. Ensure all stakeholders are and remain satisfied with GGGI’s service delivery, contributing positively to GGGI’s reputation.
DELIVERY
The candidate is expected to deliver the following:
- An agreed upon Workplan for the project period and identify and advise on the need for adjustments to the workplan, opportunities for innovation and new cooperation and project opportunities.
- Identify project delivery issues and ensure effective coordination and implementation of project activities and resources to ensure attainment of objectives against established timeframes.
- All deliverables as agreed upon in the workplan are delivered with high quality, within budget and the agreed upon timeline.
- Organize programme and project activities including policy consultation and validation meetings and workshops, capacity-building programmes based on yearly budget plans in line with donor specifications.
- Report on project activities and facilitate internal and external communications.
- Develop and implement Zambia’s iMRV system, ensuring its effective integration and operationalization.
- Ensure that knowledge exchange, capacity building and relevant mechanisms are successfully implemented ensuring GGGI’s visibility both in Country as well as internationally. This includes multiple capacity building workshops, high-level multi-stakeholder dialogues.
REQUIREMENT
QUALIFICATIONS
- Advanced degree in economics, finance, business administration, climate change / environmental policy, engineering, or a related field.
- Fluency in written and spoken English is mandatory.
- Preferably 7-10 years of progressively responsible experience in international climate project management or development.
- Extensive management experience and competencies in leading teams.
- Strong analytical skills, ability to think strategically, analyze and synthesize diverse information.
- Ability to work with a range of stakeholders, including academia, financial institutions, private sector, government institutions and CSOs.
- Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
- Good team player who can work as a multi-disciplinary and multi-cultural team member, motivate and lead group efforts and network effectively.
- Familiarity in working with international donors and government agencies in Zambia is a strong asset.
FUNCTIONAL
- Experience in policy formulation, capacity building and multi-stakeholder engagement
- A strong track record in undertaking research, analyzing country trends and drawing lessons learned
- A solid understanding of the Climate Action in Zambia
- Well-grounded in matters of public services delivery from a public and private sector perspective with an understanding of Government policy and strategy formulation/implementation mechanisms at national and sub-national levels within a multi-sectoral context in Zambia.
- Highly developed technical and strategic knowledge of planning, policy and strategy, infrastructure services, alternative financing, institutional reforms and governance.
- Excellent understanding and experience in institutional capacity support.
- Excellent organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.
- Demonstrated experience in managing projects that are supported and/or implemented by both international and local consultants.
- Demonstrated experience in preparation of project reports and familiarity with donor reporting systems.
- Experience in mobilization of resources from financial institutions and development partners.
- Excellent facilitation and capacity building skills.
