The PDO coordinates the design and implementation of programs along with the development of donor and partner relationships for the office. The PDO provides technical assistance and knowledge management support during project cycle implementation, monitoring, reporting, and the close-out process.
A day in the life of a Program Development Officer:

In the role of Program Development Officer, Middle East, you will have the opportunity to:
- Maintain your personal relationship with Jesus Christ and be an effective witness for Him.
- Develop programming through writing concept notes, proposals, and budgets for Samaritans Purse using best practices and lessons learned in coordination with appropriate program units.
- Coordinate with multiple internal departments (IHQ, logistics, finance, security) throughout the program design and proposal development process to ensure the ultimate quality and practicality of Samaritans Purse programs.
- Assist as needed in program planning and implementation, including: assessments, budget management, monitoring and evaluation systems, government relations, field visits, reporting and close-out.
- Carry out supervisory responsibilities in accordance with Samaritans Purse policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Build and maintain relationships on behalf of Samaritans Purse with donors, governmental authorities, non-governmental organizations (NGOs), partners, and other agencies.
- Represent Samaritans Purse in relevant working group meetings and other donor/partner/coordination meetings.
- Monitor and stay aware of upcoming agency calls for proposals and proactively informs relevant team members of upcoming opportunities.
- Build capacity of Samaritans Purse field staff in general program development skills, behavior change communication, and quantitative and qualitative monitoring and evaluation.

Qualifications & Experience:
- Bachelors degree in International Affairs/Development, Politics, or similar field of study and two (2) years professional experience; or equivalent combination of education and experience
- Previous experience working abroad required. Experience working with monitoring and evaluation routines of major organizations required. Experience working with a multi-national staff team required
- Thorough knowledge of best practices in writing concept notes, proposals, and budgets
- Thorough knowledge of programmatic frameworks, needs assessments, and evidence-based interventions in humanitarian aid
- Ability to coordinate multiple departments, manage timelines, and inform program implementation effectively
- Ability to analyze data and project activities against core documents, policies, humanitarian ethics, and organizational goals
- Ability to design, implement, and evaluate data collection tools and analysis
- Strong interpersonal skills to build and maintain relationships with multiple stakeholders
- Able to assess funding opportunities, design effective programs, and ensure compliance with donor and organizational requirements in line with organizational mission and vision
- 12 credit hours of college-level Biblical Studies (required); if not already completed, opportunity to meet and complete requirement is available upon hire
