Monitoring and Evaluation (M&E) Lead

ACDI/VOCA is seeking an M&E Lead for an upcoming Increasing Resilience of Island Economies activity in Jamaica funded by USAID. The anticipated program will strengthen communities, key economic sectors and Jamaica's enabling environment to prepare for climate change and disasters.

The M&E Lead will oversee design and implementation of M&E strategies and will work with the Chief of Party, technical staff, USAID, and program partners. They will develop systems to track overall project and subaward activities, outputs, and results to ensure they are on track to meet the annual and life of project benchmarks and targets. The program is anticipated to start in 2025 and this position will be based in Jamaica.

Responsibilities

  • Provide technical leadership for M&E to the program team to ensure USAID M&E requirements are met on timely basis 
  • Lead data collection, management of the data, and display of the results
  • Build capacity of M&E and technical staff in data analysis, reporting, and dissemination, and ensure compliance
  • Design and lead implementation of an efficient, accurate data collection system that includes efficient processes for collecting data and ensuring data quality
  • Provide general oversight of the M&E database, using it to track progress and trends, generate reports per USAID requirements, and conduct data quality checks
  • Supervise M&E staff and oversee implementation of all M&E activities, including annual surveys, case studies, and stakeholder workshops to refine approaches
  • Prepare data analyses for quarterly and annual reports, and other reports as needed
  • Oversee strengthening of M&E capacity of local organizations, including sub-awardees and grantees as required

Qualifications

  • Bachelor’s degree in economics, statistics, social sciences, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of progressively responsible experience designing and implementing MEL systems for donor-funded development programs.
  • Proven experience in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis is required.  
  • Knowledge of and experience with USAID rules and regulations is highly desired.   
  • Familiarity with applying the Collaborating, Learning and Adapting (CLA) approach to management is desired.  
  • Experience working in Jamaica required.
  • Fluency in English is required.
