The Commonwealth Secretariat seeks to appoint an Adviser – Commonwealth Blue Charter (Ocean Governance) in our Trade, Oceans and Natural Resources Directorate (TONR). The TONR Directorate is one of the three Programme Directorates of the Commonwealth Secretariat. It is responsible for delivering on two strategic pillars of the Secretariat’s Strategic Plan; sustainable and inclusive economic and social development and climate-resilient and low-carbon development in response to climate and ocean emergencies.
Reporting to the Adviser and Head - Oceans, the post-holder will be responsible for the ongoing programme management of the Commonwealth Blue Charter and the implementation of the recently adopted Apia Commonwealth Ocean Declaration (ACOD). In addition, the post holder will provide specialised strategic, policy and technical advice concerning critical elements of ocean governance and the development of ocean-based economies.
To be considered, you will need a relevant undergraduate degree and a minimum of ten years’ experience operating at a senior level dealing with high-level counterparts. Prior experience in an international development context, gained in an international or intergovernmental organisation, a government ministry or in the private sector, and demonstrated experience in resource mobilization, with knowledge of private sector funding opportunities, is also required. This role also requires strong project management skills and experience managing an ocean or environmental programme that worked with multiple governments and partners would be ideal.
Candidates with a post-graduate degree in a relevant subject such as ocean policy, environmental management, environmental economics or similar, and those with experience in ocean policy making and/or the law of the sea will have an added advantage. Please note that this job involves frequent overseas travel.
