POSITION MANDATE

Resonance seeks a Chief of Party (COP) to lead the anticipated USAID Philippines Fisheries Activity, which aims to address unsustainable fishing and its drivers. The overarching objectives are anticipated to include:

  • expanding institutional partnerships of government, communities, and the private sector to increase access to markets, financing, technology, tools, and data;
  • increasing compliance with science informed policies and regulations including stock assessments, government and judiciary capacity building, social behavior change, and local adaptation support;
  • increasing participation, organization, and socio-economic benefits for small-scale fishers and disadvantaged populations; and
  • supporting climate risk management, gender equality and social inclusion (GESI), and localization across activities.

This is a full-time position based in Manila, Philippines, reporting to the Director, Project Delivery Unit (Resonance HQ). Citizens/residents of the Philippines are strongly encouraged to apply.

OUTCOMES/ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership or oversight of all activities and outputs, including extensive technical advice and inputs across one or more areas, such as: marine science and biodiversity conservation, policy and governance strengthening, sustainable fisheries management, coastal livelihoods development, cross-sector partnerships, or market/value chain strengthening;
  • Represent the project externally and ensure close coordination with partners in the government, USAID, private sector, key local stakeholders, financial institutions, and donor communities;
  • Lead financial oversight and ensure compliance with USG regulations, Philippines regulations, and Resonance policies;
  • Lead or support the design, methodology, and tools for some activities as relevant to areas of expertise;
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff;
  • Oversee reporting and learning activities to maximize impact and sustainability;
  • Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

REQUIRED EDUCATION & EXPERIENCE

  • Advanced degree in natural resources management, marine and coastal studies, fisheries management, public administration, economic development, or related field, or 5 additional years of related work experience;
  • 10+ years of experience leading or managing international donor-funded development projects;
  • Experience working on similar development programs, ideally in the Philippines and/or Asia-Pacific region, with a focus on the following areas: marine/coastal biodiversity conservation, sustainable fisheries management and promotion, fisheries policy development and governance, public administration, sustainable livelihoods, value chain development, access to finance, climate adaptation and resilience, community advocacy, or other relevant technical areas;
  • Experience liaising with high-level representatives from public and private sectors and USAID and other donor-funded activities and managing relationships with local organizations and stakeholders;
  • Demonstrated leadership in effective project management and personnel management;
  • Demonstrated technical and analytical skills and proficiency with adaptive management;
  • Proficiency addressing factors that maximize GESI, MEL, and communications;
  • Fluency in English.

PREFERRED EDUCATION & EXPERIENCE

  • Strong network of government, NGO and civil society, donor and private sector in the country, including sub-national focus areas;
  • Experience as a COP or DCOP on a USAID project in the Philippines or Asia-Pacific region;
  • Fluency in Filipino/Tagalog.
