Programme Director

Job Purpose
The Programme Director is a key senior member of our Country Management Team with overall responsibility for developing the programmatic and funding approaches, guiding the programmes team in implementation and ensuring GOAL delivers high-quality programming to our beneficiaries. The successful candidate will promote evidence-based programme design, using a systems approach where possible while maintaining the flexibility to react to rapidly evolving contexts and sudden onset emergencies.
You’ll manage both technical and programme coordinators as well as MEAL and be responsible for ensuring donor reporting is clear, concise and timely. The role has an over-arching responsibility for ensuring that GOALs cross-cutting agenda (Protection, Gender, Partnership and the Environment) is embedded throughout programme design and implementation. This is a critical role and requires an inspiring leader with a proven track record of successfully managing and growing a large country programme.
Duties and Responsibilities
Proposal Development & Reporting
- Lead evidence-based proposal development; coordinate, manage and where necessary contribute to proposal writing;
- Oversee all aspects of GOAL’s programme reporting internally (headquarters) and with donors;
- Ensure GOAL produces high quality interim and final donor reports which effectively monitor and communicate programme progress and successes;
- Actively promote, and participate in, donor and/or media visits to field activities.
Programme Delivery
- Oversee all aspects of programme implementation across all GOAL portfolios;
- Work with Technical coordinators and programme managers to ensure programmes are well delivered; follow a safe programming approach delivered are on time and on budget;
- Ensure partner implemented projects are fully integrated into the overall GOAL programme and implemented in accordance with project management best practice;
- Maintain a solid understanding of the needs, challenges and priorities of beneficiaries ensuring current and future programmes are implemented to best respond to these needs.
MEAL
- Ensure GOAL maintains a robust MEAL team capable of, and committed to, all aspects of the MEAL portfolio including critical analysis of data to establish the evidence base for proposal development;
- Support the development and implementation of appropriate monitoring, evaluation and programme management tools and systems;
- Work closely with the MEAL Co to develop GOAL South Sudan internal mechanisms for knowledge management integrated with the broader GOAL knowledge base.
Financial Management & Accountability
- Work closely with the Financial Controller, Country Director and Individual Budget Holders to establish and maintain rigorous oversight of programme expenditure and providing clear, accurate and timely projections on all aspects of programme spend;
- Carry out detailed reviews of monthly management accounts and donor status reports with the FC;
- Ensure that programmes are implemented in accordance with GOAL and donor policies, practices and procedures and that all grant specific donor requirements are complied with as needed to ensure only eligible costs are incurred.
Representation & Senior Management
- Deputise for and represent the Country Director as needed in communication with local and regional authorities; donors; implementing partners, the NGO Forum and the UN;
- Actively participate in strategic planning as the lead programme figure within the Senior Management Team providing overall leadership, guidance and direction to the programme team;
- Position GOAL in South Sudan as the partner of choice to international and national NGOs, consortia and for-profit agencies within the humanitarian and development spheres.
Key skills and Requirements
- Significant previous experience working in humanitarian, recovery or development settings;
- Demonstrated background working in a senior management role with a similar NGO (ideally with regional/Country experience);
- Experience engaging with government at all levels, institutional donors, UN agencies, cluster system and NGO coordination mechanisms;
- Management skills with the ability to adapt quickly to meet the demands of the programme;
- Interpersonal and facilitation skills with the ability to lead teams to reach consensus on complex and/or divisive issues;
- Excellent presentation, oral and writing skills;
- Experience of programme implementation through partners by distance management;
- Commitment to capacity building staff and nationalising positions.
