Responsibilities

Reporting to the Assistant Director/Head of Human Rights Division, the Officer shall be responsible to:

  • Provide assistance to meetings under the Division’s purview:
    • Prepare provisional agenda and tentative programme, document kit, as well as prepare concept papers and/or briefing notes;
    • Coordinate meeting logistics with the host country;
    • Service meetings, including note-taking, distribution of documents and other necessary tasks;
    • Prepare meeting reports/summary records, table of follow-up actions, and circulation of outcome documents;
    • Assist in follow-up actions on decisions and agreements made at the meetings.
  • Assist the implementation of AICHR’s programmes and activities:
    • Assist in the preparation of concept notes and project proposals, including budget projection and mobilisation;
    • Assist in the project appraisal and approval process to ensure compliance with the ASEAN Secretariat’s guidelines and procedures;
    • Assist in managing all sources of funds in the implementation of AICHR’s programmes and activities; and
    • Assist in the monitoring and evaluation (M&E) of AICHR’s programmes/activities and its reporting requirements.
  • Provide technical and administrative assistance to applications of CSOs for Consultative Relationship with AICHRs:
    • Assist the members of the AICHR Screening Panel in the evaluation, research and study of the applications;
    • Maintain (i) the register of CSOs/Institutions with consultative relationship with AICHR; and (ii) the list of CSOs/Institutions applying for the consultative relationship with AICHR;
    • Provide advice to CSOs on their applications;
    • Liaison between CSOs/Institutions with consultative relationship and AICHR in the application process; and
    • Prepare updates on accredited CSOs with consultative relationship with AICHR.
  • Provide technical advice, recommendations, and administrative support:
    • Conduct collation, research and analysis development on matters related to human rights;
    • Assist in the development of projects and programmes related to human rights;
    • Assist in preparing technical briefing notes on topical human rights issues;
    • Maintain a database of papers and information on thematic issues of human rights; and
    • Maintain database and assist in the handling of communications sent to ASEAN and AICHR.
  • Assist in cross-pillar and cross-sectoral coordination and collaboration on human rights: 
    • Attend meetings related to human rights under relevant agendas;
    • Represent the ASEAN Secretariat and serve as a resource person when needed;
    • Draft and summarise reports, prepare briefing notes/talking points, and speeches, moderate discussions and deliver presentations; and
    • Attend and summarise meetings with external partners;
    • Assist in preparing the annual budget of the Division for travel and hosting of meetings, and monitoring the utilisation of the allocated budget.
  • Any other matters as directed by the Political-Security Directorate, and Human Rights Division.

Qualifications

  • Advanced university degree (Master’s or equivalent degree) in Law, Human Rights, Communications, Development Studies, International Relations, Social Sciences or an appropriate related field or discipline; or Bachelor with a minimum of two (2) years of relevant work experience in the technical role of human rights areas;
  • Human rights knowledge and experience are required;
  • Demonstrated knowledge, research and technical skills in human rights are mandatory and the ability to acquire them;
  • Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines;
  • Demonstrated commitment to collaborative work practices;
  • Proven skills in problem-solving in a complex organisational environment and work planning;
  • Ability to multi-task, work long and irregular hours including weekends, perform tasks outside the usual job scope, and willingness to travel frequently on short notice;
  • Good command of English, written and spoken;
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
