JOB SUMMARY
The Deputy Chief of Party (DCOP)/Technical Director (TD) will lead the technical direction of the anticipated Strengthening Primary Health Care Activity as it seeks to catalyse local governments, institutions, and partners to strengthen primary healthcare service delivery in Cote d’Ivoire. During the startup phase, the DCOP/TD will provide technical input to seminal documents such as the project’s work plan, PMP, SOWs for Consortium partners, and staffing plan, as well as contributions to conversations with the project COP and USAID/ Cote d’Ivoire, to ensure a strong foundation for the project’s success. During implementation, the DCOP/TD will provide technical oversight to ensure the soundness of the project’s approach towards meeting goals and objectives, working with the COP and other technical personnel to deliver on expectations. The DCOP/TD will also play a key role in the development of project deliverables and be responsible for providing a final review before signoff. In coordination with the COP, the DCOP/TD will liaise closely with country Ministry of Health officials, national authorities, and other external partners to collaborate on shared goals and objectives. As needed, this position will represent the program on behalf of the COP.
ESSENTIAL FUNCTIONS
- Provide technical leadership to the project to support progress towards milestones and anticipated results.
- Lead the development and implementation of strategies, work plans, and activities to catalyze primary healthcare service delivery; elevate the role of local actors in upholding regional collaboration, knowledge exchange, and accountability mechanisms; and build the institutional capacity of key local health service delivery partners in Cote d’Ivoire.
- Supervise the project’s technical staff, covering various technical disciplines such as FP, maternal health, nutrition, immunization, malaria, policy/advocacy, GYSI, behavior change communication, etc. Provide mentoring and coaching as needed. Direct the technical team to ensure synchronized work to achieve project goals and objectives, and share/apply lessons learned and best practices across project activities.
- Liaise with technical representatives of Consortium partners to ensure a harmonized approach towards project goals.
- Support the project’s MEL and KM activities and deliverables.
- Work collaboratively with EngenderHealth’s regional and home offices to ensure technical assistance is well-coordinated.
REQUIREMENTS
- Master’s degree in social sciences, medicine, public health, development, or related field and/or a medical degree with public health and management expertise.
- Demonstrated 7-10 years of progressively increasing responsibility managing and implementing related health programs. Of this, a minimum of 4 years should be focused on health service delivery in Cote d’Ivoire.
- Demonstrated leadership experience on projects of similar size and complexity.
- Demonstrated technical expertise in several of the following areas related to health service delivery: public, private, and/or nongovernmental organization (NGO) health service delivery systems; high-impact practices; health system strengthening; health system integration; policy/advocacy; quality improvement/assurance for health services; institutional capacity building; health governance and accountability; and behavior change communication.
- Demonstrated leadership working with diverse stakeholders, including representatives from other donors, implementing partners, host country Ministries, host country government appointees, private sector entities, and NGOs.
- Proven capacity to oversee the development/implementation of work plans and deliverables.
- Fluency in English is required; additional proficiency in French is strongly preferred.
