The United Nations Environment Programme (UNEP) is the United Nations System's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. At its fifth session in September 2023 in Bonn, the International Conference on Chemicals Management adopted the Global Framework on Chemicals and its Fund. To effectively implement this framework, a strengthened Secretariat is required. This position is located in the UNEP/Industry and Economy Division, Chemicals and Health Branch, Global Framework on Chemicals Secretariat, Geneva duty station. Under the direct supervision of the Senior Programme Management Officer, Global Framework on Chemicals, the incumbent will be responsible for the following duties:

Responsibilities

  • Develops, and implements a communications strategy for the Global Framework on Chemicals; Drafts content and develops communication products to publicize priority issues taking into account perspectives of the target audiences, including for major events and environmental milestone moments, especially as they relate to chemicals management and pollution action; Monitors and reports on the impact of the communications strategy to influence the global discourse, taking appropriate follow-up action, and analyzing the outcome in co-ordination with UNEP’s Communications Division.
  • Develops a communications strategy including news and social media components, identifying key outreach moments and priority issues; Media outreach including drafting press materials, targeting key media audiences, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.
  • Produces or oversees production of a specific types of communications products (e.g. print, broadcast, press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio spot program), to include proposing topics; Undertaking research, determining appropriate medium and target audiences, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution.
  • Leads the revamp of the digital presence for the Global Chemicals Framework in close collaboration with the Communications Division. This includes developing a user-friendly online platform for the Framework that allows for seamless navigation and clear communication, in alignment with UNEP’s digital strategy, documentation policies, procedures, and web style guide.
  • Prepares initial drafts of articles or chapters for inclusion in newsletters, periodicals, and reports based on official UN/UNEP documentation and other sources that can have a significant influence on perceptions of key stakeholders.
  • Develops strategies to ensure effective engagement with key stakeholders of the Framework to promote and enable the implementation of the agreement ; Initiates and sustains professional relationships with these key constituencies and participates in the selectin of information to be transmitted to key constituencies.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. This will include interlinkages identified within UNEP and other international institutions such as health, labor.
  • Performs other duties as required

Education

  • An advanced university degree (Master’s degree, or equivalent) in communications, journalism, public relations, marketing or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in strategic communications, public information, journalism, the press or related area is required. Experience in developing, implementing, and planning global communication strategies, as well as reporting on project activities, is required. Experience in content production for news media outlets or international organizations is required. Experience in digital communications and monitoring is desirable. Experience in developing web platforms and strategies is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of' equals a rating of "confident" in two of the four areas.
