PURPOSE OF THE POSITION

IntraHealth is recruiting a Director of Monitoring, Evaluation & Learning (MEL) for an anticipated five-year USAID ($25-50M) integrated health services project in Burkina Faso (BF HSD). This position will be based in Ouagadougou, Burkina Faso.

The MEL Director will be supervised by the Chief of Party (COP) and will ensure that robust MEL data systems and processes improve the collection, management, and analysis of project data to monitor and report on progress towards achieving results for the USAID BF HSD project. The MEL Technical Advisor will monitor project progress, track performance indicators, and provide guidance on necessary activity adjustments to make the project more responsive to evolving local conditions. The position will also promote learning and knowledge sharing on best practices, as well as disseminate lessons learned and project outcomes as part of its collaboration, learning, and adaptation (CLA) approach. The MEL Director will mentor and support all technical staff in MEL functions and manage all program staff related to MEL. He/She will also play a role in mobilizing other staff members responsible for delivering key activity results, as well as preparing and timely delivering of scheduled reports and data submissions.

This position is subject to the availability of funds and USAID approval.

MAIN RESPONSIBILITIES

  • Provide strategic and technical leadership and direct support for the development and implementation of the project’s monitoring, evaluation, and learning system, results reporting, data use for program decision-making, and knowledge management;
  • Facilitate the development and implementation of an Activity Monitoring, Evaluation, and Learning Plan (AMELP) to effectively track activity progress and project outcomes;
  • Assist the project team in developing and using harmonized data collection tools and processes and data analysis plans for qualitative and quantitative indicators at all levels, ensuring data timeliness, quality, and completeness;
  • Develop and maintain project databases to capture and record relevant data on key indicators;
  • Ensure data quality by conducting and participating in data quality assessments (DQAs) and implementing corrective measures to address identified gaps for all project indicators;
  • Collaborate with other program staff and technical personnel in developing and implementing annual project work plans;
  • Identify short-term MEL technical assistance needs, develop terms of reference for such assignments, and arrange for the hiring of consultants as needed;
  • Mentor and support the project team in the regular use of data at all levels to target and/or adapt programming;
  • Support the strengthening and use of strategic information by the Ministry of Health, national, regional, district, and local health directorates and committees;
  • Lead the development and implementation of program evaluations, learning activities, and research-related activities, ensuring they are adequately budgeted and staffed, and ensuring adherence to ethical procedures;
  • Compile and visualize project data to facilitate regular data review meetings;
  • Collect and disseminate best practices and lessons learned from the project and prepare technical reports based on results to assist the project in knowledge sharing;
  • Contribute to the dissemination and use of project results to a global audience using various forums, such as publications, conference presentations, technical notes, and research reports;
  • Research, compile, write, and submit information, including results and analysis, for project reports, including quarterly and annual reports, and respond to data requests from USAID and other stakeholders;
  • Stay updated on developments in the MEL field, particularly regarding the accessibility and quality of integrated services.

MINIMUM REQUIREMENTS

Education & Experience

  • Hold a minimum of a master’s degree (Bac+5) in demography, statistics, economics, public health, epidemiology, or a similar field. A PhD is preferred;
  • Have at least ten (10) years of experience in developing and successfully implementing effective monitoring and evaluation systems in West Africa;
  • Proven experience in field technical assistance on M&E, data quality, and data use for learning;
  • Proficiency in various collaboration, learning, and adaptation (CLA) approaches and experience in developing learning plans;
  • Expertise in measuring performance and impact related to the delivery of integrated services;
  • Solid experience in public health program research;
  • Proven expertise in quantitative and qualitative research methodologies and operational research;
  • Experience in preparing quarterly reports and communicating project results to non-technical audiences;
  • Knowledge and experience in using DHIS2 for reporting, presenting, visualizing, and using data;
  • Strong analytical skills and attention to detail;
  • Proficiency in written and spoken French and strong aptitude in written and spoken English.

Other Requirements

  • Strong command of MEL issues, experience with U.S. government health indicators;
  • Knowledge of USAID rules and regulations and/or experience working on a USAID-funded project;
  • Experience in fragile and conflict-affected environments in Burkina Faso and/or West Africa;
  • Ability to travel regularly to project regions;
  • Experience working in a consortium of implementing organizations, in collaboration with the Ministry of Health and other stakeholders;
  • Direct experience with integrated health programs is highly valued;
  • Demonstrated skills in data management and the use of relevant analysis software (SPSS, STATA, Epi Info, Atlas.ti, ArcGIS);
  • Proven experience managing a team of professionals and collaborating with government representatives at all levels;
  • Excellent interpersonal, written, and oral presentation skills;
  • Burkinabe or ECOWAS nationals are strongly preferred.
