Overview

Jhpiego seeks a Senior Program Officer for the anticipated USAID Gambia Malaria Elimination Activity (GMEA). GMEA, a five-year, $13 million project, will provide support to the Gambia Ministry of Health (MoH) through the National Malaria Control Program (NMCP) to accelerate progress towards achieving malaria elimination in The Gambia. The GMEA Activity will provide implementation support and technical assistance on malaria case-based surveillance and response for elimination, support enhanced cross-border collaboration between The Gambia and Senegal particularly focused on data sharing and coordination of interventions, and strengthen the NMCP’s capacity to coordinate, manage and sustain malaria elimination and control approaches. Additionally, GMEA will optimize delivery of malaria services through community-based approaches to address remaining gaps in intervention coverage or quality for achieving elimination.

The Senior Program Officer will support the COP and Senior Management Team (SMT) in the implementation, and monitoring of project activities, ensuring alignment with project goals and donor requirements. They will support the team in management of GMEA activities, budgets, strategic partnerships and help prepare progress update reports, program data, and collaborate with partners to ensure compliance with all relevant regulations and standards. As and when required, they will attend SMT meetings and contribute to efforts to meet all project reporting requirements and timelines.

This position is contingent upon donor award and is for Gambian nationals only.

Responsibilities

  • Contribute to workplans’ timely review, revision and update process in collaboration with GMEA Chief of Party and Senior Management Team (SMT) .
  • Contribute to/draft project documents such as Annual Reports, Quarterly reports, briefs, and planned communication and knowledge management products
  • Coordinate monitoring of progress on key deliverables and activities outlined in the workplan in coordination with project’s consortium partners
  • Support planning and execution of meetings, activities and documents.
  • Support timely deliverables of the local partner organizations in coordination with GMEA in-country team and HQ-backstops
  • Work closely with the Chief of Party to maintain strong coordination with donor/Mission, and key stakeholders in country by attending meetings, follow up on action points, drafting communications
  • Supervise the Cross Border Coordination Specialist
  • Contribute to overall Jhpiego country program through regular communications with other project leads
  • Coordinate with Finance and Operations Manager to support budgeting for activities and financial reconciliation as required.
  • Ensure compliance with Jhpiego and JHU operational policies and regulations
  • Ensure compliance with donor policies and regulations
  • In coordination with project leadership, provide management support for routine and ad-hoc meetings, including agenda planning and development, and follow-up on key action items, etc.
  • Support external communications efforts including development or review of success stories, newsletter articles, blog posts, or other external communications products
  • Schedule / organize recurring meetings with internal and external stakeholders including USAID, PMI, the Ministry of Health, NMCP, Regional Health Directorates, and other implementing partners, UN agencies, civil society groups and organizations and document minutes and manage distribution.
  • Provides support to program team in meetings; takes notes and maintains an organized repository of notes
  • Coordinate and manage in-country travel, but not limited to organizing ground transportation and retaining receipts for repayment.
  • Conduct research and perform surveys to collect functional data to be structured for analysis and recommended direction.
  • Execute functions, tasks, and assignments as assigned by the Chief of Party.

Required Qualifications

  • Bachelor’s degree with 6+ years’ experience in public health, international affairs/international development, or related discipline
  • Master’s degree in public health, international affairs/international development, or related discipline will be an added advantage
  • Experience implementing similar programs funded by USAID or another donor preferred
  • Good communication skills in both written and spoken English
  • Relevant experience working in international development, non-profit or research
  • Residence in Banjul, The Gambia preferred, and familiarity with organizations within the government, the health system and the donor community.
  • Excellent verbal and written communications skills and ability to transcribe meeting notes in English
  • Proficiency in word processing and Microsoft Office
  • Experience negotiating with vendors and organizing travel logistics for a team
