The Enabling Environment Team Lead will spearhead efforts to develop and implement policies, strengthen regulatory frameworks, and coordinate with stakeholders to create a supportive environment for climate resilience and disaster preparedness. The program is anticipated to start in 2025 and this position will be based in Jamaica.
Responsibilities
- Lead efforts to develop and implement policies that enhance climate resilience and disaster preparedness;
- Strengthen regulatory frameworks to support sustainable economic growth and environmental protection;
- Coordinate with government agencies, private sector partners, and community organizations to create a supportive enabling environment;
- Identify areas for institutional reform and human capacity development within target government agencies;
- Support the provision of training and technical assistance to stakeholders on policy development and implementation;
- Promote a culture of innovation and learning with an emphasis on systems approaches to addressing root causes of issues;
- Coordinate and collaborate with other national and regional projects focused on comprehensive disaster risk management;
- Oversee the monitoring and evaluation of enabling environment initiatives to ensure they meet program objectives.
Qualifications
- Bachelor’s degree in public policy, environmental science, law, or relevant field is required; master’s degree is desired;
- Minimum 7 years of progressively responsible experience in policy development, regulatory frameworks, systems development, or related fields;
- In-depth understanding of climate change impacts, disaster risk reduction, and policy development processes;
- Knowledge of and experience with USAID and/or other international donor programs’ rules and regulations;
- Experience working in Jamaica required;
- Fluency in English is required.
