Org. Setting and Reporting

This position is located in the Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD), of the UN Office for Disarmament Affairs (UNODA), based in Kathmandu, Nepal. The Associate Programme Officer will report to the Deputy Director of the Centre. The focus of this position is the implementation, monitoring and evaluation of programmes, operations and other activities under the Centre's Disarmament Education and Youth Outreach pillar.

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

  • Assists in the development, implementation and monitoring and evaluation of the Centre's annual work plan on disarmament education and youth outreach and empowerment, in coordination with relevant ODA branches and offices.
  • Works with key clients, including donors, to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Carries out basic research on select aspects of programmes, operations and other activities to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, talking points, reports and studies, inputs to publications, etc.
  • Contributes to the development of new learning and outreach tools and materials, in cooperation with relevant ODA branches and units.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, conferences, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Assists in resource mobilization of ODA and the Centre in the field of disarmament education and youth outreach, including developing project proposals, attending in follow-up meetings, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledges, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in international relations, international security, business administration, management, education, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of two years of progressively responsible experience in project/programme management, administration or related area, or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. A minimum of one year of experience and knowledge in managing project life cycle is required. A minimum of one year of experience or knowledge in the field of disarmament, arms control and non-proliferation is desirable. Experience with education and youth empowerment is desirable. Experience in resource mobilization is desirable. Experience or knowledge of Asia and the Pacific is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is desirable.
