Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This position is located in the UNDRR New York Liaison Office and reports to the Programme Management Officer under the overall authority of the Chief of Section (Head of the Liaison Office).

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

  • Provides high quality technical advice, policy guidance and recommendations to Member States on issues related to disaster risk reduction in support of the negotiations and deliberations of the General Assembly and Economic and Social Council.
  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Identifies and under the direction and guidance of the supervisor, develops strategic initiatives and engagements for collaboration, knowledge sharing and capacity building in relation to intergovernmental affairs with partners and clients.
  • Under the direction and guidance of the supervisor, assesses the nature of engagement required to develop strategy for substantive engagement with Member States, UN agencies and civil society organization on key intergovernmental and normative processes related to disaster risk reduction and resilience through multi-stakeholder dialogue, strategic advice and capacity building for least developed countries, landlocked developing countries and small island developing States.
  • Researches, analyzes and presents information gathered from diverse sources, and contributes to the dissemination and sharing of good practices and lessons learned for planning and knowledge building in the context of intergovernmental affairs.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies to inform intergovernmental deliberations at the global and regional levels.
  • Prepares various written outputs including draft background papers, position papers, technical briefs, talking points, speeches, analysis, reports of the Secretary-General, inputs to publications.
  • Participates in intergovernmental conferences, global processes, meetings and events to mainstream disaster risk reduction and resilience in least developed countries, landlocked developing countries and small island developing States.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in international relations, development studies, public administration, business administration or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of two years of work experience in intergovernmental affairs and international relations is required. Experience working with Member States, the United Nations system or similar international organizations, and non-governmental stakeholders is required. Experience working with the least development countries, landlocked developing countries, and small island developing States on issues related to sustainable development, disaster risk reduction, and/or climate change is required. Experience in drafting reports on issues related to sustainable development, disaster risk reduction, and/or climate change is required. Two years of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
