The MEL Director responsibilities will be to lead and manage all aspects of project Monitoring, Evaluation, and Learning; provide substantial technical expertise to both project and local government M&E activities; develop, update and implement key contract deliverables such as the AMEP, PITT and PIRS; lead the design, implementation and management of the project learning agenda; manage and track project results and outcomes in line with USAID expectations; ensure synergistic and positive relationships between M&E team and technical teams including on technical activities and training.

Core Responsibilities

  • Develop and finalize a comprehensive Monitoring, Evaluation and Learning Plan for the life of the project, in collaboration with appropriate stakeholders;
  • Ensure the fidelity of MEL operations to the MEL plan, ensure evidence is gathered as described and propose and negotiate substitutions when needed;
  • Lead the implementation and management of monitoring, evaluation and learning for the project at the central and sub-national levels;
  • Collaborate with relevant health security sector and One Health stakeholders on health information, M&E, and other relevant technical areas related to program MEL to ensure processes reflect local contexts and priorities;
  • Develop, operationalize, update and seek approval for MEL plan components including indicator reference sheets, standard data collection tools and processes, data management approaches, data quality assurance (DQA) protocols, and data analysis plans, and train appropriate program staff in their use;
  • Directly supervise, mentor and manage the performance of project MEL staff;
  • Identify MEL skill gaps, unfulfilled tasks and opportunities and advise program management to adequately staff the program and encourage professional growth aligned with project priorities;
  • Ensure that the MEL plan generates high-quality and meaningful information to inform program decisions and support critical learning by all key stakeholders, including USAID Mission clients;
  • Ensure stakeholders understand what data represent and adapt presentation and visualization to best suit communication needs;
  • Support programmatic decision-making at all levels through data analysis, reporting and communication of program learnings across multiple locations;
  • Archive data and project products and deliverables for additional reporting, business development and additional research;
  • Support and manage the design, implementation, and/or oversight of research, evaluations or assessments, as applicable. Ensure IRB, Abt, country and USAID standards or requirements are upheld and followed;
  • Lead preparation of all program reporting requirements and lead the development of learning products for information sharing with appropriate stakeholders;
  • Collaborate with HO MEL advisors to ensure project data and operational quality;
  • Collaborate with HO staff to ensure additional project reporting is done as needed.

What We Value

  • Master’s Degree in public health, epidemiology, mathematics, economics or other relevant field, PhD preferred;
  • Minimum of 10 years of experience in all aspects of M&E for complex systems strengthening or public health projects with progressively increasing level of responsibility; experience with USAID-funded activities preferred;
  • Demonstrated experience leading M&E (strong organizational skills for monitoring and reporting on program and study results) for USAID or other major donor funded programs is strongly preferred;
  • Firm command of M&E issues with respect to health; an understanding of key indicators and measurement related to global health security capacities is strongly preferred;
  • Demonstrated experience collaborating closely with the government of Jordan and health system actors and building relationships of mutual trust;
  • Demonstrated problem-solving skills;
  • Extensive experience in knowledge management and dissemination of results and research findings;
  • Strong English writing/speaking skills required and fluency in Arabic preferred.
