The Project Director will provide overall team management, guidance, direction, and administrative and technical support to the contract. The team lead must be responsible for the completion of the deliverables for this, as well as overall compliance with the contract. The Director will be expected to interact regularly with a diverse range of actors such as program staff, USAID staff, local implementing partner organizations, private sector actors, and other program stakeholders. They will serve as the primary point of contact between USAID and the DI program.

Essential Job Duties:

The position’s responsibilities will include:

Programmatic

  • Provide technical and strategic leadership on all program activities, including matters of budget, compliance, and reporting;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s contract with USAID and with internal reporting requirements;
  • Manage the preparation and presentation of all work plans, MEL plans, and reports;
  • Collaborate with USAID staff to achieve all program goals;
  • Serve as technical lead in designing, implementing, and overseeing the aspects of the activity;
  • Represent DI externally at meetings, workshops, and other events;
  • Act as a key liaison with the host country government and USAID offices in Mission locations, including Washington, DC, in the areas of oversight, reporting, and compliance;
  • Manage a diverse team of project staff; and
  • Provide technical assistance, as needed, to program partners, grantees, and beneficiaries.

Administrative

  • Approve expenditures and other financial transactions in accordance with DI and USAID policies and practices;
  • Liaise regularly with USAID, local staff and partners, STTAs, and DI’s home office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner; and
  • Manage relationships with local partners and government, civil society representatives and international donor representatives.

Secondary Job Duties:

  • Contribute to ongoing Democracy International business development efforts around the world.

Qualifications:

  • Master’s degree or higher in public health, medicine, social/behavioral/biological sciences, international affairs, management, and/or related fields;
  • 10 years of work experience leading donor-supported development programs of similar size and complexity, including work either in global health and/or skills development;
  • At least 5 years of previous experience managing international development projects of this scope and complexity;
  • Expertise in implementation and management of global health projects;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • Demonstrated ability to coordinate and collaborate with a diverse set of stakeholders including private sector, public agencies, companies, CSOs, and other development partners;
  • Experience managing expatriate and local staff, particularly in areas related to organizational capacity development, financial management and audits, business development, and sustainability;
  • Demonstrated financial, human resources, procurement, and administration competences;
  • Fluency in speaking and writing in English and excellent oral and written communication skills, interpersonal skills, team management skills, leadership, and decision-making skills;
  • Experience and technical expertise working on humanitarian response, public health programming, and/or particularly in an international development context, strongly preferred.

Reporting:

  • This position reports to the Vice President of Program Management for Democracy International.
