The Opportunity

Abt Global seeks a qualified Deputy Chief of Party (DCOP) to lead one of two expected USAID-funded Pacific Economic Growth (PEG) Activities. These two activities, covering (1) Papua New Guinea, Solomon Islands and Vanuatu; and (2) Fiji, Kiribati, Palau, Republic of Marshall Islands (RMI), Federated States of Micronesia (FSM), Nauru, Samoa, Tonga, and Tuvalu will provide technical advisory services to promote resilient and inclusive economic growth in these two geographical areas. The activity seeks to advance economic growth, climate resilience, and inclusive development by:

  • Improving the climate resiliency of local enterprises and infrastructure (ref: DO1 IR 1.1);
  • Supporting local small and medium enterprises to access markets and financing (ref: DO2 IR 2.1);
  • Facilitating greater trade and private investment (ref: DO2 IR 2.1 and 2.3);
  • Strengthening public financial management and domestic resource mobilization (ref: DO2 IR 2.2).

The DCOP will oversee day-to-day operations, provide operational and strategic oversight, and support the technical delivery of interventions, reporting directly to the Chief of Party (COP). He/she will manage program operations and administration and support technical tasks for the Activity and ensure overall compliance with USAID rules and regulations, financial management, international and local personnel recruitment and management, subcontractor management, and activity start-up and close-out. The DCOP will work closely with the Chief of Party and other team members to guide interventions to meet the activity’s objectives. The position is anticipated to be full-time for the five-year duration of the program and based in either Fiji or Papua New Guinea. The position is contingent upon the activity’s award and USAID approval. The tentative start date is October 2025.

Core Responsibilities

  • Work directly with and support the Chief of Party (COP) on all tasks including liaising with USAID, senior government officials and counter parts, the donor community, key regional organizations, and other USAID programs;
  • In conjunction with USAID, the COP, and partners, determine annual priorities, develop work plans, and ensure the program responds to changing conditions and operating environments;
  • Provide day-to-day oversight for implementation of program activities, with responsibility (in collaboration with the COP) for the development of high-quality and timely deliverables, management, compliance, and reporting according to USAID and Abt Global requirements;
  • Provide leadership, management and support strategic direction for the program;
  • Responsible for overseeing program management, operations, and administration including developing and maintaining sound financial management systems in line with USAID rules and regulations, accounting best practices, and Abt Global policies and procedures; overseeing the activity’s procurement and subcontracting; leading development and monitoring of the activity’s budgets; overseeing financial audits; leading recruitment, orientation and training of new administrative or accounting staff; and maintaining regular communications with the senior management team to ensure program funding is managed in line with technical objectives;
  • Provide management and oversight for all cross-cutting deliverables and reporting;
  • Mentor program teams to produce quality work and build capacity over time;
  • In the absence of the COP, serve as the day-to-day activity representative for the activity and point of contact for USAID and Abt Global.

What We Value

  • An advanced degree in engineering, economics, finance, international development, business, or a related field;
  • At least 12 years of experience supporting resilience, trade, economic growth, enterprise and business growth, governance, public financial management, or related programs for donor institutions with at least 5 years of management experience. Prior experience serving as a DCOP or acting DCOP is desired;
  • Experience implementing donor funded programs in developing country contexts is required; implementation of these programs in the Pacific Islands is strongly preferred or other small island developing states (SIDS);
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and sub-national governments, the donor community, and private sector;
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates;
  • Strong skills in verbal and written communication required;
  • Fluency in English required.
