Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with the United Nations, Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This position is located in the Global Risk Analysis and Reporting (GRAR) Section of the Risk Knowledge, Monitoring and Capacity Development Branch (RKB) of the United Nations Office for Disaster Risk Reduction in Geneva, Switzerland. The Programme Officer reports to the Chief of GRAR.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Develops, implements and evaluates assigned programmes, projects and activities, and contributes to the design and implementation of partnership activities related to UNDRR’s global portfolio on disaster risk knowledge by liaising with relevant parties at the global, regional, and national levels with a focus on UN-wide multi-dimensional risk analysis (MDRA) approaches, risk assessment tools and guidance and risk financing, including in the context of conflict-affected, fragile-state and humanitarian settings; ensures follow-up actions on DRR in these contexts;
  • Researches, analyzes and presents information gathered from diverse sources related to disaster, climate risk knowledge and risk analysis;
  • Supports policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities, including enhancing risk knowledge and DRR. action including in conflict-affected, fragile-state and humanitarian settings;
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.;
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.);
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, disaster risk management, humanitarian affairs or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required;
  • Experience in disaster risk reduction, climate change adaptation and sustainable development is required;
  • Experience in designing and conducting disaster or climate risk assessments and analysis is desirable;
  • Experience in modeling and in developing complex information in a manner understandable to a broader audience is desirable;
  • Experience in risk and climate financing modalities is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
