POSITION SUMMARY

IREX is seeking a Program Manager based in India to oversee and manage all aspects of the Learn to Discern (L2D) India project. Providing overall managerial leadership, the Program Manager will be responsible for mobilizing project partners, providing leadership and support to the work of consultants, building relationships with universities, recruiting project participants, the development and executing project work products, including but not limited to training events, program timelines, budgets, reports, and other products as identified. The Program Manager will represent IREX inside the country or region.

The project is designed to deliver four intensive English-language media literacy courses for youth across five districts in India (New Delhi, Chennai, Hyderabad, Kolkata, and Mumbai). IREX will adapt its globally tested Learn to Discern (L2D) media literacy approach to the Indian context to build healthy, critical, responsible, and empathy-driven information engagement habits among Indian youth, helping them understand their information environment and develop essential critical information engagement skills. The L2D India Academy will equip India’s next generation of leaders that make decisions based on quality data and verified facts.

GENERAL DUTIES & RESPONSIBILITIES

  • Provide technical input to, and oversee day-to-day implementation of, the L2D-India project, including strategic and technical leadership;
  • Ensure project activities are implemented at a high level according to the program’s standards, on schedule, and continuously improving; and
  • Other duties as assigned.

PROJECT-SPECIFIC DUTIES

  • Provide technical, reporting, administrative, logistical, and other support as needed to the L2D-India project in coordination with IREX;
  • Contribute to procurement processes, including gathering bids, drafting contracts, and other paperwork;
  • Support consultant and trainer arrangements, including drafting scopes of work, organizing interviews, and collecting deliverables;
  • Provide support to consultants during L2D course adaptation work;
  • Mobilize partners and build relationships with universities (as needed);
  • Develop professional support connections with trainers and understand and meet their needs to deliver training;
  • Provide technical and administrative management of participant recruitment;
  • Provide support to project participants, including outreach, monitoring, and mentoring;
  • Coordinate training and other events, including organizing materials, venue, catering, participant travel, etc.;
  • Follow project proposal and ensure it is working according to schedule and meeting targets;
  • Troubleshoot problems as needed;
  • Process and maintain financial records, as needed;
  • Track a wide range of information and data, maintaining accuracy and completeness;
  • Manage communications, outreach efforts, social media pages, and reporting;
  • Contribute to project monitoring and evaluation, tracking results to inform project implementation;
  • Support project budgeting and financial management, as needed;
  • Ensure that all operations are in compliance with IREX, Indian, and the donor’s regulations;
  • Other specific duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree;
  • 8+ years of progressive job experience;
  • At least 5 years of experience working in education, journalism, media sector strengthening and reform, civic engagement, media or information literacy, or related fields across India;
  • Successful track record of supervising, designing, managing, and implementing U.S. Government funded projects, with a strong preference for past education development or media literacy project management experience.

  • Proven leadership qualities and excellent management skills;
  • Exceptional time management and organizational skills;
  • Outstanding interpersonal and intercultural skills;
  • Excellent oral and written communication skills in English and Hindi, other key languages such as Bengali a plus;
  • Ability to establish strong working relationships with senior government officials; universities, media, civil society, and private sector leaders; international donors; and other stakeholders;
  • Strong understanding of the political, economic, and media landscape in India - including both production and consumption;
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives;
  • Proactive and comfortable with contemporary digital platforms for collaboration and communication;
  • Demonstrated ability to track and manage budgets;
  • Proficient in Microsoft Office products;

PHYSICAL DEMANDS

  • Tasks involve some physical effort, i.e., some standing and walking, frequent light lifting (2.5-5kg.); or minimal dexterity in the use of fingers, limbs, or body in the operation of office equipment. Tasks may involve extended periods of time at a keyboard;
  • An extended period of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard;
  • Task requires sound perception and discrimination, visual perception and discrimination, and oral communication ability.
