About the job

General objective:

The program manager is in charge of implementing and achieving the objectives defined in the proposals.

He/she is in charge of supervising the operational teams allocated to his/her program.

He/she guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.

Priorities for the 2/3 first months:

  • Monitor and finalise WaSH and Shelter activities related to ending BHA project;
  • Start 1 WaSH and 1 Shelter project;
  • Capacity building of the team in light of SI tools and procedures;
  • Contribute to SI program strategy in South Ukraine, including assessments and ad hoc emergency responses.

Responsibilities and main activities:

  • Contribute to establishing assessments;
  • Contribute to define Solidarités International’s local strategy and contribute to the annual programming by proposing new activities;
  • Plan activities and activity cycles for WASH (hiring, purchasing, etc.) in the light of established objectives;
  • Used the project management, monitoring and evaluation tools for WASH, particularly the planning and monitoring timeline;

  • Use the capitalization tools proposed by Solidarités International;
  • Participate in the centralization and distribution of procedures, guides and tools linked to the WASH activities;
  • Participate in validating the hiring of national technical staff for activities;
  • Define the prerequisites for opened WASH positions together with the administrative department; adapt existing job descriptions if required;
  • Pass upward to the relevant persons any information on the security situation or on any event that could impact Solidarités activities and the safety of the teams;
  • Draft activity reports and any annexes relating to specific activities for the financial donor reports and/or amendments.

Your profile

Education/academic background:

Water management/environmental project management studies.

Specific skills and experience:

  • good understanding of the technical WASH activities (technical assessment analysis, review of BOQs and technical specifications, selection of technical solutions, support of the Logistic department by analyzing technical part of contractors' offers) and Shelter activities (househol level with repairs of private houses);
  • conduct needs assessment and suggest intervention strategy based on the analysis of the needs, as well as contribute SI programmatic strategy in Ukraine;
  • security management in collaboration with SI Security Focal Point and in respect of SI SOP and rules.

TECHNICAL SKILLS:

  • Program management (program, financial, administrative and logistic follow-up of multiple projects under multiple sectors);
  • Technical knowledge and skills on WASH activities (water supply systems rehabilitation, water treatment methods, water trucking etc.) and Shelter activities (shelter repairs at household level and institutional level).

TRANSVERSAL SKILLS:

  • Communication skills to ensure the good collaboration with other departments as well as with other stakeholders;
  • Management skills to supervise the national team and build their capacity;
  • Organisation of the work (planning, anticipation, communication, tasks division etc.).

Language:

  • English (mandatory).
