Making Cents International, under the USAID Inclusive Development Activity for Mission Support, seeks a Deputy Team Leader to assist a research project focused on integrating LGBTQI+ communities into economic growth programming in Serbia.

The role aims to support the Inclusive Development Hub’s LGBTQI+ Portfolio by developing sectoral guidance for integrating LGBTQI+ individuals and communities into economic growth programs. Historically, LGBTQI+ initiatives have centered on human rights, emergency response, and HIV/AIDS prevention, requiring more tailored guidance for USAID Missions and partners to ensure inclusivity in employment, training, and economic opportunities.

The Deputy Team Leader will oversee the planning and execution of in-country research activities, contributing to data collection, analysis, and reporting in collaboration with the Team Lead. They will closely mentor and guide a Data Collector/Logistician and collaborate with the Team Lead. The role will primarily be based in Serbia, with potential travel outside the city.

Role and Tasks  

The Deputy Team Leader will oversee the planning and execution of an in-country site visit, which includes conducting approximately 25 key informant interviews (KIIs). They will also be responsible for drafting sections of data collection instruments, participating in data analysis activities, and drafting portions of the final report under the guidance of the Team Lead.

Key tasks for the Deputy Team Leader include, but are not limited to:

  • Reviewing relevant country policies, Mission program documents, and recent gender, youth, and inclusive development analyses;
  • Collaborating with the Team Lead to develop the matrix of factors for analysis and data collection instruments;
  • Working with USAID and the Team Lead to identify appropriate interviewees, including Mission staff, implementing partners, government representatives, private sector entities, and organizations representing key identity groups;
  • Overseeing the scheduling of KIIs and FGDs, as well as other logistical arrangements;
  • Participating in meetings and planning sessions as required by the Team Lead;
  • Supervising the team's data collection activities;
  • Conducting KIIs with identified stakeholders and documenting audio recordings (unless the interviewee prefers not to be recorded);
  • Supervising Data Collector/Logistician in note-taking and submission for analysis;
  • Participating in briefing and debriefing sessions as necessary;
  • Assisting the Team Lead in data analysis and contributing to the drafting of a findings report based on the outlined structure;
  • Contributing to draft recommendations for future programming;
  • Participating in the final presentation to USAID and other stakeholders;
  • Assisting in the review, revision, and finalization of the report based on feedback received from USAID within established deadlines.

Qualifications and Requirements 

  • Residency in Serbia;
  • Proficiency in English, with knowledge of at least one other widely recognized Serbia language preferred;
  • PhD with a minimum of two years of experience, or a Master's degree with at least four years of experience, or a Bachelor's degree with a minimum of eight years of experience;
  • Experience supporting research activities in Serbia, including participation in assessment teams, conducting analyses, and writing reports in English;
  • Experience with international donor-funded projects;
  • Preferred experience working with marginalized populations, including youth, LGBTQI+, persons with disabilities, and indigenous populations.
