The United Nations Environment Programme (UNEP) is the United Nations System's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The overall objective of the UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Fifth session of the International Conference on Chemicals Management adopted in September 2023, in Bonn, the Global Framework on Chemicals and its Fund. The Global Framework on Chemicals requires a strengthened Secretariat to effectively implement the framework. This position is located in the UNEP/Industry and Economy Division, Chemicals and Health Branch, Global Framework on Chemicals Secretariat, Geneva duty station.

Responsibilities

  • Develops, implements and evaluates assigned programmes/projects that have the aim of developing countries’ legal and regulatory environment for chemical management, documents, reports for the intergovernmental bodies and subsidiary committees to the GFC international conference, including bureau meetings; monitors and analyzes programme/project development and implementation; prepares and reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Supports development of legal frameworks, institutional mechanisms and capacities to support and achieve the safe and sustainable management of chemicals and waste through their life cycle in line with the strategic objectives of the Global Framework on Chemicals. Provides legal advice and support to stakeholders on policies, legislative and regulatory instruments and actions as appropriate.
  • Coordinates policy development, including the review and analysis of issues and trends that affect the legal environment, preparation of evaluations or other research activities and studies; coordinates efforts to guide stakeholder implementation of the new framework instrument; maintains a working relationship with stakeholders and with participating organizations of IOMC and other international organizations and secretariats, in order to draw upon their sectoral expertise.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

  • An advanced university degree (Master’s degree, or equivalent) in environmental law, or related legal field of study is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of seven (7) years of progressively responsible experience in policy development and advice at the national level is required.
  • Experience at the national government level on legislative and regulatory frameworks is required.
  • Experience with national policy and law-making processes is desirable.
  • Experience working with the United Nations or similar international organization is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.
