Main tasks and Responsibilities of the Position:

Science, Systems and Services for All (SSA) is part of the Programme Department under the leadership of Deputy Executive Director for Programmes (DXD-PRG).

Reporting to the Director, Practice - Science, Systems, and Services for All (SSA), the Team Lead, Partnerships for Programme Implementation (PPI) manages and oversees the PPI team in all aspects, but particularly with key HIV partners including the Global Fund and PEPFAR - the U.S. President's Emergency Plan for AIDS Relief and the Global Fund. The Team Lead also oversees the management of the USAID funded Technical Support Mechanism (TSM) team.

He/she has the following key responsibilities:

  • Lead and coordinate organizational efforts to develop and manage strategic partnerships with Global Fund and PEPFAR at the highest level and ensure that GF and PEPFAR resources address the most urgent gaps and inequalities, and deliver the greatest impact, building national financial capacity and strengthening national systems to sustainably deliver effective, resilient, inclusive and equitable HIV responses.
  • Lead engagement with GF senior leadership and influence funding decisions from GF/PEPFAR to support countries to achieve their respective HIV/AIDS national plans targets and as part of the global AIDS strategy and global HIV targets.
  • Oversee the development and implementation of a comprehensive resource mobilization strategy from Global Fund resources, including standard operating procedures to guide UCOs and RSTs in attracting funding to support countries better implement Global Fund grants.
  • Represents UNAIDS and provides high level strategic and policy advice at the GF Board, board Committees, and other high level GF governance mechanisms.
  • Coordinates and prepares the interaction and participation of the Executive Director, Deputy Executive Directors and Co-sponsors at the GF Board or other high level GF fora.
  • Coordinates two-way engagement with UN co-sponsors to engage as a Joint Programme in any governance, policy, or programme implementation processes related to the GF and PEPFAR, at the global, regional and country levels.
  • Coordinates UNAIDS' complementary added value to Global Fund and PEPFAR for implementation at country level, and also for mobilization and advocacy efforts for the Global Fund replenishments and PEPFAR sustainability efforts.
  • Oversees content and implementation performance of the Financial Agreement between UNAIDS and the GF through the memorandum of understanding.
  • In collaboration at the national level assess a country's need for technical assistance and engages with the planning processes towards GF grant implementation.
  • Oversight and coordination of country level support for technical assistant through the Technical Support Mechanism (TSM) which supports countries to fully leverage PEPFAR's and Global Fund's investments for optimal impact at country and regional level.
  • Provide leadership and guidance for the team and oversee work done by team members.
  • Performs other duties as required.

REQUIRED QUALIFICATIONS:

Education:

  • Essential: Advanced university degree at Master's level in public health, medicine, epidemiology, public policy, economics, international relations or another area related to the duties and responsibilities. For internal candidates, a first university degree and seventeen (17) years of experience will be considered as equivalent.
  • Desirable: Ph.D. or post-graduate degree in one of the above fields, combined with a degree or studies in business/public administration or management.

Experience:

  • Essential: At least fifteen (15) years of experience at the international level in HIV programming including in the prevention, treatment, pediatrics, multisectoral approaches to HIV and health, and/or community-led responses. Extensive leadership and managerial experience, including in the coordination of work plans, budgets, and multi-disciplinary, geographically dispersed teams.
  • Desirable: Demonstrated knowledge and sound understanding of the United Nations Joint Programming on HIV. Experience in high-level political representation, preferably including the United Nations system.

Languages:

  • Essential: Proficiency in English.
  • Desirable: Working knowledge of French and knowledge of another UN official languages.
