The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations System and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. This position is based in the UNEP's Industry and Economy Division in the Paris Duty Station. Under the overall supervision of the Deputy Division Director, and the direct supervision of the Coordination Officer, the incumbent will be responsible for the following duties:

Responsibilities

  • PORTFOLIO MONITORING AND PERFORMANCE ASSESSMENT: Provides oversight of the Integrated Planning, Management and Reporting (IPMR) transition and implementation, coordinating the overall engagement with Policy and Programme Division, and supervises the work of the monitoring and reporting focal point. In addition, acts as a divisional focal point for the roll-out of the IPMR dashboards and provides substantive support in tailoring the dashboards (project and portfolio ones) to the divisional needs, with particular understanding of the finance and economic transformation, and pollution portfolio. Works in liaison with Sub-Programme Coordinators to establish, finalize and implement mechanisms allowing to monitor progress and report on results delivered under Programme Coordination Projects. Interfaces with Sub-Programme Coordinators and Designated Responsible Individuals in setting up systems for both the internal portfolio health review and supports corporate needs for monitoring the Medium-Term Strategy (MTS) 2022-2025. Supports Deputy Director in proactively and effectively engaging with Policy and Planning Division on corporate monitoring and evaluation processes, particularly in view of system transition. Supports Deputy Director in ensuring a smooth transition of the regional portfolios in the area of sustainable consumption and production, and chemicals and pollution, to the Industry and Economy Division, and their introduction into division’s portfolio monitoring and dashboards. In the context of the MTS 2022-25 and the UNEP delivery model, supports Deputy Director in keeping track of developments and supervises the UN Volunteer responsible for maintaining and curating the database. Focal point for Industry and Economy Division’s engagement with European Commission (EC) Programme Management Unit, coordinating quarterly monitoring and yearly reporting under the Strategic Agreements with the EC as well as the yearly reporting to the French Ministry of Ecological Transition.
  • PORTFOLIO EVALUATION AND LEARNING: Acts as the divisional focal point for the engagement with UNEP's Evaluation Office and other oversight bodies, by ensuring timely follow up on the Evaluation Office requests, coordinating project teams’ feedback on the recommendation implementation plans and yearly evaluation planning exercises conducted by the Evaluation Office. Moreover, oversees the compliance of management - led reviews by ensuring effective liaison between the Branches/Units and the Evaluation office, in a way to ensure that the broader corporate approach to project performance assessment and accountability remains transparent and runs as efficiently as possible. Depending on the needs of key audiences, produces evaluation materials (e.g. meta-evaluations, info sheets, summaries on different topics) with particular focus on sustainable consumption and production, and chemicals and pollution, with the aim of using the wealth of evaluation findings, recommendations and lessons learnt already produced through mid-term and terminal evaluations of projects, in such way enhancing learning and accountability, and informing decision-making vis-a-vis divisional engagement with high impact sectors and/or other topics. In addition, ensures that evaluation knowledge is shared to inform other projects and avoid duplication and/or replication.
  • PROJECT DESIGN- MONITORING AND EVALUATION PLANS AND LOGFRAMES: Provide guidance, quality assurance and technical inputs to the development of theories of change, log frames, results frameworks, M&E plans and other tools/systems for monitoring performance of country and global programmes, with special focus on sustainable consumption and production, and chemicals and pollution.
  • DATA ANALYTICS: Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • An advanced university degree (Master’s degree or equivalent) in International Relations, or a related field is required. A first-level university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in the field of monitoring and evaluation, and Results Based Management (RBM) is required.
  • Experience in serving as an intermediary between senior management of government or international organizations and technical teams to ensure compliance with corporate quality standards is required.
  • Experience in interfacing with Ministries (as donor entities) and technical teams to ensure compliance with Ministry-specific reporting requirements is required.
  • Experience in the United Nations system or a similar international organization is desirable.
  • Experience working across multiple duty stations is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and in French is required. Knowledge of Spanish is desirable. Knowledge of another UN official language is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of" confident" in two of the four areas.
