The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Regional Office for Europe helps to implement UNEP's global programmes in the European region by initiating, coordinating and catalysing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in UNEP Europe Office in Geneva duty station. Under the direct supervision of the Deputy Regional Director, the incumbent will contribute to further development and implementation of Science Policy sub-programme and will be responsible for the following duties:

Responsibilities

  • Policy:
    • Serves as policy officer, advising UNEP, and particularly the sub-programme Coordinator for Science Policy and Europe Office management. On overall policy direction and country needs in the region that require UNEP attention; serves as the primary UNEP focal point in the region on environmental science and assessment. Keeps abreast of analyses and reports on latest developments in the region related to science-policy and assessment-related issues. Identifying where best an environmental dimension is warranted; liaises with other UN specialized agencies, local, regional and international nongovernmental organizations, national research institutes, national government institutions and relevant MEAs/conventions; Organizes and prepares strategies on the environmental aspects of UNEP’s regional scientific and assessment work. Organizes follow-up work in the region, including interagency technical review meetings to support policy development work and decision-making on important issues. Ensures the implementation of recommendations emanating from relevant reports.
  • Coordination:
    • Coordinates the regional input into UNEP’s programming related to the science-policy interface and environmental assessment; ensures necessary support (e.g. staff, funding, specialized equipment, supplies) Prepares situation reports to the international community. Coordinates UNEP’s work in collaboration with the relevant UNEP division(s) and sub-programme coordinators to help countries build capacity and understanding of the science policy interface for improved mainstreaming of environment into decision making. Coordinates in collaboration with the relevant UNEP division(s), UNEP’s work in the region to assist Member States in capacity-building, technical cooperation and technical assistance for environmental science and assessments. Develops region and country-specific recommendations based on the analysis of pertinent information. For the region, assists in the integration of environmental assessments and science in the development and implementation of national and regional development strategies within the UN system for international assistance. Advises on the proper use and spending of related donor contributions, channeled through UN system-wide efforts; facilitates a coordinated approach in the region for the promotion and integration of science policy interface for environmental decision making; ensures appropriate monitoring and reporting on UNEP's science policy and environmental assessment work in the region. Ensures necessary support (staff, funding, specialized equipment and supplies).   • Partnerships:
    • Establishes and maintains contacts with scientific bodies and the science community in the region, as well as government officials and the international community. Ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to the development of environmental policy consensus. Organizes and participates in relevant work groups, meetings, conferences, consultation with other agencies and partners on environmental assessment matters. Establishes strong partnerships with UN sister agencies and MEA secretariat focal points in the region to increase coherence across UN operations in relation to environmental assessments, particularly ensuring the utility of its findings to the work of agencies in the region.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other duties as required.

Competencies

  • PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to environment and development work, with an emphasis on the science-policy interface. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis on environment and development issues. Strong project management experience in a results-based environment also necessary. Ability to analyze and interpret data in support of decision-making and convey resulting information to management. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education

  • Advanced university degree (Master’s degree or equivalent) in an environment or development related field is required. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in the areas of environmental assessments, environmental science and policies, programme management is required.
  • Experience in working in projects operating at the science-policy interface is desirable.
  • A minimum of two (2) years or more of experience in data analytics or related area is desirable

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of another UN official language is desirable. NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of " confident" in two of the four areas.
