Position Purpose

The Monitoring, Evaluation and Learning (MEL) Officer is responsible to ensuring proper monitoring, evaluation and learning documentation with Yayasan IPAS Indonesia. S/he will contribute to defining appropriate measurement of results from and for generating indicators that correspond to different projects and programs. This position ensures data quality by assisting the completion and verification of routine data monitoring and evaluation and conducting appropriate statistical analysis. The MEL Officer also supports the preparation of accurate donor and government reports by ensuring data are collected, entered, and cleaned properly.

This position reports to the Monitoring, Evaluation and Learning (MEL) Specialist, and works closely with other projects and units in Yayasan IPAS Indonesia to ensure quality implementation and accountability of all projects and programs.

Program Implementation:

  • Support the implementation of in-country program within relevant technical areas issue, by providing technical support during implementation of MEL activities, including data management, analysis, documentation, and results reporting;
  • Provide program management support to the implementation of relevant program activities, according to the agreed workplan and budget;
  • Support program teams, partners and external consultants to the design studies, surveys, and routine monitoring activities as and when required;
  • Enter M&E related data on women served, trained providers, intervention sites and other program activities into the appropriate data management systems in a timely manner;
  • Ensures that data is collected, analyzed and incorporated into Yayasan IPAS Indonesia data management systems on a monthly basis;
  • Ensure quality control and consistency with Ipas global standards for RM&E (Research, Monitoring & Evaluation);
  • Reviews and cleans monthly facility data to ensure accuracy and completeness of data before and after entries are done in the required platform;
  • Perform analysis and management of quantitative data sets for research, monitoring and evaluation as needed; including prepare tables, charts and figures, as well as draft documents for internal and external use and publications;
  • Conducts site visits to validate collected data, monitors data entry at the site level, and corrects errors made by providers as they enter data;
  • Coordinates with in-country team members to validate results in donor reports;
  • Train Yayasan IPAS’ sites teams and partners in routine data recording and reporting;
  • Conduct regular monitoring or review for trainings/workshops/meetings organized by IPAS and/ or IPAS implementing partner;
  • Tracks progress activity against the activity plan; entering activity report to the Ipas system as required;
  • Together with MEL Specialist, support Program Manager, Unit Leads/Advisors, and Project Coordinators in all aspects of research projects, including data collection tool development, assist in data analysis and interpretation and dissemination and to prepare literature searches and bibliographies;
  • Provide input and support relevant Program team Member in strategy development of program, as required;
  • Support relevant supervisor for the development of new projects and programs in Indonesia;
  • Carry out other tasks to support Yayasan IPAS Indonesia’s MEL effort.

Finance:

  • Understand and comply with the Finance regulation in Yayasan IPAS Indonesia for all the activities.

HR & Administration:

  • Understand and comply with the HR regulation in Yayasan IPAS Indonesia;
  • Collaborate with other teams in Yayasan IPAS Indonesia;
  • Ensure all activities comply with the regulation in Yayasan IPAS Indonesia.

Ethics:

  • Understand and practice ethical process and behavior as per the organization's standard;
  • Contribute to safe working environment where every team member is treated equally and respectfully;
  • Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan IPAS Indonesia.

Other:

  • Carry out other tasks to support Yayasan IPAS Indonesia’s MEL efforts.

Position Requirements

  • Bachelor's degree in social science or public health with min of 3 years of experience conducting monitoring, evaluation and research in public health programs in Indonesia;
  • Master’s degree is an advantage;
  • Experience in working for government health system strengthening would be preferred;
  • Strong data management skills, including experience coordinating field activities, and communication among organizational staff, partners and stakeholders;
  • Experience with statistical analysis computer packages (e.g., STATA, SPSS, SAS, EpiInfo);
  • Experience with digital platform or mobile based data collection (e.g., ODK, mentimeter);
  • Experience with word processing (Word), spreadsheets (Excel) and presentation software (PowerPoint);
  • Strong quantitative research experience including demonstrated ability in the collection, compilation, cleaning, analysis and presentation of quantitative data;
  • Sound understanding and experience in qualitative research would be an asset;
  • Experience in developing and designing research protocols, tools and questionnaire;
  • Experience working with databases; experience with relational databases preferred but not required;
  • Strong verbal and written communication skills in English;
  • Well-organized, with ability to track multiple projects and deadlines;
  • Experience in providing administrative support to work teams;
  • Ability and willingness to travel domestically and regionally.
