The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The position is located in the Industry and Economy Division, Resources and Markets Branch, Geneva duty station.

Responsibilities

Under the direct supervision of the Chief, Resources and Markets Branch, the Senior Programme Management Officer, Partnership for Action on Green Economy (UN PAGE), will be responsible for leading the Secretariat of UN PAGE, a partnership between five UN agencies and will be responsible for the following duties:

  • Takes the lead in formulating the strategy, vision for the Partnership for Action on Green Economy (UN PAGE), and oversees it operationalization and execution;
  • Takes the lead to develop, implement and evaluate assigned programmes/projects on inclusive green economy, circularity, and other emerging forms of sustainable and inclusive economies; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions;
  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels;
  • Directs research and programme evaluation geared towards a greater and sharper understanding of the economic drivers of sustainable growth, jobs, and income including fiscal, trade and sectoral investment policies and presents information gathered from diverse sources;
  • Coordinates policy development; reviews the assessments of issues and trends, preparation of impact evaluation or equivalent studies;
  • Undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions;
  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
  • Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
  • Manages outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics/activities;
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and ensures preparation of related documents/reports (pledging, work programme, programme budget);
  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization;
  • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff;
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need;
  • May perform other duties as required.

Education

  • An advanced university degree (Master's degree or equivalent) in environmental economics, environmental management, environmental science or related fields is required;
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of ten (10) years of progressively responsible experience in project or programme management, involving policy analysis and implementation, is required;
  • At least eight (8) years of experience at international level are required;
  • Experience in the areas of environmental economics and development policy is desirable;
  • Experience in engaging with UN Country teams and UN Resident Coordinators is desired;
  • Experience in coordinating multi-stakeholder groups to meet a common objective is desirable;
  • Experience in managing a team of more than fifteen (15) people simultaneously is desirable;
  • Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is desirable.
    NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
