JOB PURPOSE

The Head of Resilience and Food Security will support the Government of Libya (GoL) in designing and developing a National Food Security Strategy (FSS) and supervise and grow the Resilience and Livelihoods portfolio in support of the implementation of the Food Security Strategy. The Consultant will also support the National FSS Steering Committee (FSS-SC) and liaise with the FSS UN Task Force and Independent Panel of Experts by providing strategic guidance, technical assistance, and capacity support to design and develop the FSS. In addition, the consultant will supervise and grow the Resilience Building portfolio and present WFP's values and expertise to other stakeholders in all external coordination platforms.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead, conceive, design, and implement Food Systems transformative programmes to build resilience against shock and stressors and to promote climate-relevant livelihoods;
  • Provide programme management expertise to the Livelihoods and Resilience team and portfolio;
  • Contribute to crystallizing a One-UN approach to Food Security, Resilience, and Climate Change programmes to deliver on the upcoming Food Security and Water Security Strategies in a systemic way;
  • Curate the existing partnerships, coordinate the existing working groups (UNSDCF Outcomes Three and Four Group; the Early Recover Working Group; the Peacebuilding Fund Steering Committee, the Human Security Trust Fund Steering Committee) and create new ones, including with relevant government ministries and UN sister agencies, to identify opportunities for collaborative approaches and initiatives that promote policy and practice coherence and support advocacy work;
  • Ensure that Libya CO programmes and partnerships promote food systems change coherently with the WFP 2022-2025 Strategic Plan, the Resilience Strategy, and the WFP Gender Policy;
  • Provide strategic and technical guidance to the PMO and FSS Committee to coordinate and lead the development of the national food security strategy;
  • Accompany the NESDB and FSS Committee in the formulation of the Food Security Strategy by leading working groups, coordination meetings, and inputs to progress reports;
  • Provide technical advice or mobilise technical expertise on programme implementation that will help the Government shape an evidence-based implementing mechanism for the Food Security Strategy;
  • Coordinate the policy dialogue with national stakeholders and partners in order to formulate a comprehensive food security strategy addressing the main constraints for sustainable physical and economic access to nutritious, sustainable, and culturally appropriate food basket for all in Libya;
  • Be the main liaison between the Government FSS Government Task Force, the FSS UN Task Force, and the Independent Panel of Experts to ensure the FSS;
  • Facilitate and/or provide capacity building to key stakeholders and partners in the field of food policies, food systems transformation, food safety, nutrition, food trade, and tariffs, as needed and according to the Government priorities;
  • Ensure all livelihood activities are conflict-sensitive and contribute fully to the broader conflict sensitivity work of the Country Office by working closely with Peace & Conflict Advisors in HQ and the Regional Bureau;
  • Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in International Affairs, Economics, Political Economy of Food and Agriculture, Science, Social Science, Rural Development, and other field relevant to international developmental assistance.

Experience:

  • Eight years or more of postgraduate professional experience in food systems transformation, food security, food policy, or relevant areas. Proven ability to manage policy dialogue in complex environments.

Knowledge & Skills:

  • Excellent knowledge of food policy development and implementation including at strategic level;
  • Extensive experience with project management and coordination in the area of food systems transformation, food policy, and resilience building;
  • Proven ability to manage policy dialogue in complex environments;
  • Strong written and oral communication skills, including substantive analysis and report writing skills;
  • Knowledge of, or the ability to quickly assimilate, UN/WFP-specific processes and systems;
  • Capacity to foster strong cross-agency collaboration;
  • Good leadership and interpersonal skills.

Languages:

  • Fluency (level C) in English language, Arabic language skills is desirable.
