POSITION MANDATE

This is a solicitation for a Deputy Chief of Party Deputy Chief of Party (DCOP) for a project funded by the United States Agency for International Development (USAID) with a buy-in ceiling of $23 million over a five-year period of performance (FY2022-FY2027). The Operations Performance for Management and Agency Priorities (MAP) Blanket Purchase Agreement (BPA) was designed to support USAID Bureaus and Missions improve their operations and provide support in areas such as Diversity, Equity, Inclusion, and Accessibility (DEIA), climate change, the COVID-19 and post pandemic landscape, and other topics from the Administration’s National Security Strategy (NSS), President’s Management Agenda (PMA), Executive Orders, Agency Priority Goals (APGs), etc.

Illustrative examples of support provided by the MAP BPA include:

  • Analytical Support: Collecting and analyzing operations performance data, processes, and management issues to improve USAID’s operational efficiency and effectiveness;
  • Assessments: Conducting assessments of policies and procedures, for example assessing statistically relevant and perceived barriers to achieving DEIA goals;
  • Technical Assistance and Training: Providing technical assistance and training to USAID operating units to advance or comply with Agency priorities, and internal and external requirements related to operations performance management;
  • Communications and Change Management: Improving the Agency’s internal and external communications and products, facilitating adoption of policy changes and/or operational improvements, improving employee engagement to help achieve organizational goals, and monitoring and reporting on operations performance management or Agency priorities.

Resonance seeks a DCOP for MAP with specialized skills in project and contract management, as well as operational support and development, to help manage a buy-in portfolio that has grown exponentially over the base-year period.

OUTCOMES / ESSENTIAL FUNCTIONS

The DCOP’s responsibilities will include operational and project management, coordination of staffing needs, administration, and periodic procurement. This position is not envisioned as a technical lead but will be expected to become familiar with the technical work of MAP sufficient to periodically fill in for various Team Leads as needed. In close collaboration with the Chief of Party (COP), the DCOP is responsible for proposing solutions and options for key operational decisions, ensuring contractual and legal compliance, and swiftly solving administrative problems. They will assist the COP in managing relationships with USAID, the Contracting Officer’s Representatives in Washington D.C., and various key project partners. The DCOP will report to the COP and assist in supervising senior support staff and periodically coordinating team workloads to ensure objectives and deadlines are met promptly to the highest standards.

This solicitation represents an opportunity for a confident and seasoned professional to bring their considerable experiences to bear in a collaborative and supportive environment to help design and shape operations for the next four or five years of MAP’s period of performance (the MAP BPA contains a provision allowing an extension of up to 12 months past FY2027).

Roles and responsibilities include:

  • Ensure streamlined operations and responsible compliance with Resonance and USAID rules and regulations;
  • Support COP in all operational tasks and duties; provide administrative and logistical support to the portfolio of activities;
  • Streamline and maintain procurement and compliance processes, while ensuring contractual compliance;
  • Coordinate MAP’s human capital needs from Resonance staff, sub-contract staff, and occasional consultants;
  • Oversight of subcontracts, and communications across multiple stakeholders to meet all deliverables and milestones;
  • Manage the administration of logistics, procurement, budget/burn-rate management and MAP-BPA specific financial forecasting as needed;
  • Manage, onboard, and support technical staff and short-term technical assistance consultants to achieve goals and ensure completion of programs on schedule and within budget;
  • Work with the COP, technical leads, and overall project team to develop and track monthly, quarterly, and annual progress reports;
  • Serve as the primary liaison to vendors and subcontractors;
  • Serve as acting COP in their absence; support the COP on donor-requested tasks and deliverables;
  • Ensure start-up of programs under the purchase agreement; and
  • Work with various Team Leads (currently seven, but soon to be nine) to ensure tasks and deliverables are on course, attending meetings as necessary and supporting in technical review of deliverables.

REQUIRED EDUCATION & EXPERIENCE

  • Masters degree in International Development, Organizational Development, Governance, Public Administration, Economics, Business, or relevant field;
  • A minimum of 10 years of international project management experience managing large donor funded programs (over $5 million); of which five years of USAID experience is required;
  • Experience with conducting operations, logistics and subcontracts in remote management, including of short-term field-based assignments;
  • Strong interpersonal skills and experience working with multidisciplinary teams; and
  • Excellent written and oral communication skills in English is required.

PREFERRED EDUCATION & EXPERIENCE

  • Proven technical experience in change management, empirical research, monitoring and evaluation, knowledge management, organizational development or collaboration, learning and adapting;
  • Professional coaching certification from ICF or other organization.
