SUMMARY OF ROLE

The Advocacy Manager will take the lead and manage the OPCU portfolio on advocacy at the global, regional and local levels. Working closely with the OPCU Deputy Director, he/she will lead the development and implementation of the OPCU’s advocacy strategy for increased political and financial commitment, including from the private sector, to ensure quality, updated CIPs are resourced and implemented in the nine OP countries.

The Advocacy Manager will regularly address donor organizations to mobilize additional resources and ensure a better alignment of said resources with the countries identified needs. He/She will also advance OP efforts to hold governments accountable for their commitments through strategic coordination with civil society coalitions, FP2020 country focal points, and the many regional advocacy initiatives such as Advance Family Planning (AFP), Population Action International (PAI), Equilibres et Population (EquiPop), International Planned Parenthood Federation (IPPF) and Civil Society for Family Planning (CS4FP).

The Advocacy Manager will coordinate shared advocacy events and activities, and will encourage complementary advocacy activities in West Africa. To this extent, he/she will be the primary contact for the organizations intervening in this area to coordinate and leverage resources and expertise.

The Advocacy Manager will report to the OPCU Deputy Director and travel 30% within the WA region and internationally on occasion.

ESSENTIAL FUNCTIONS

The Advocacy Manager will:

  • Provide technical and strategic leadership for regional and country-level advocacy in line with the OPCU’s advocacy strategy, developing and updating materials and supporting Partnership donors and partners in their advocacy efforts.
  • Provide guidance and support to other OPCU staff and partners around advocacy initiatives that will facilitate the achievement of Ouagadougou Partnership goals and objectives.
  • Participate in coordination calls with the Partnership’s external partners (e.g., Family Planning 2020, WAHO, World Bank) at least every three months.
  • Support the OPCU Deputy Director for key partners’ events (e.g., FP2020 meetings, WAHO meetings) by preparing needed materials and presentations.
  • Support the OPCU Deputy Director for the implementation of the OPCU Youth Strategy in close coordination with regional entities such as FP2020, UNFPA and CS4FP.
  • Participate in the organization of the annual “donor caravan” to Partnership countries including suggesting and helping organize visits with policymakers, potential partners, parliamentarians, ambassadors, mayors and other stakeholders in visited countries to advance the Partnership’s family planning agenda. The Advocacy Manager will lead on development of all advocacy materials for these visits.
  • Participate in planning for the OP annual meetings, focusing on opportunities to deliver specific advocacy messages to attendees (e.g., Ministers of Health; host-country officials).
  • Under the supervision of the Deputy Director and in collaboration with the Senior Technical Advisor, participate in the organization of a ministerial meeting every other year by developing advocacy materials, and leading communication and advocacy.
  • Contribute to the development of the various reports of the OPCU (Annual Meeting, Donors meeting…).
  • When necessary, represent the OPCU in sub-regional, regional and global meetings and events.

MINIMUM REQUIREMENTS

Education & Experience

  • Master’s degree in Public Health, Social Sciences, International Development or related discipline
  • At least 8 years of experience designing and implementing advocacy and communication programs in sub-Saharan Africa including SMART goal setting
  • Strong experience leading and managing inter-institutional coordinating functions within a multi-cultural operating environment
  • Experience developing simple data presentations in Microsoft PowerPoint
  • Experience producing quality French and English communication products such as progress reports, case studies, and articles.

Other requirements

  • Familiarity and knowledge of family planning status and challenges in francophone West Africa
  • Excellent representational experience, diplomacy and ability to communicate and interact with high level officials
  • Excellent communication skills taking into account varying sensitive socio-cultural contexts
  • Ability to research and present strong advocacy messages and arguments in order to provide high level officials and advocacy actors information needed to make better decisions and in turn advocate for more resources and better interventions
  • Excellent oral, written, interpersonal and diplomacy skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions)
  • Fluent in written and spoken French and English
