Systems Strengthening and Training Expert - USAID Rwanda Strengthening Equitable Education for the Deaf (SEED) Activity

World Learning seeks a Systems Strengthening and Training Expert for an anticipated USAID Rwanda Activity that will seek to improve reading outcomes for learners who are deaf and hard of hearing in pre-primary and lower primary schools. The Systems Strengthening and Training Expert will be responsible for technical leadership and oversight of the implementation of Objectives 2 and 3 under this program with contributions to Objective 1 as needed. A strong track record of experience on deaf education-focused programs in Rwanda or the region is strongly desired.

Responsibilities

  • Lead institutional assessments and develop capacity development plans in partnership with the Ministry of Education (MINeDUC), Rwandan Education Board (REB), and other entities; provide ongoing support and mentorship;
  • Design and provide expertise related to inclusive educational policy and education systems strengthening interventions;
  • Contribute to the design and deployment of a systems strengthening and sustainability approach that ensures that government counterparts can plan, manage, and oversee a disability-inclusive education approach;
  • Manage in-country training programs, workshops, public awareness seminars, and roundtables related to educational policy, systems reform, and national, province, and district capacity building;
  • Provide expert technical guidance to government counterparts at the province and district levels related to human and institutional development, policy reform, public communications and dialogue, and regionalized education system management;
  • Provide technical assistance to Ministry of Education (MINeDUC) and Rwandan Education Board (REB) in strategic planning, information analysis and decision-making, process improvements, monitoring and evaluation, and human resource management and forecast;
  • Support and provide technical assistance to pre-service and in-service teacher training systems;
  • Support the Monitoring, Evaluation, Research and Learning Specialist in monitoring program performance and adapting approaches as needed based on lessons learned;
  • Provide technical guidance to the Chief of Party, program staff and consultants, and consortium partners to troubleshoot problems related to the project's technical approach and deliverables;
  • Support the external and internal learning agenda on inclusion issues, and integration into the program's overall CLA agenda;
  • Coordinate closely with the Chief of Party and other technical staff to ensure cohesion across program design, planning, Establish and maintain productive relationships with Government of Rwanda officials and civil society organizations representing the interests of deaf learners and activity implementation;
  • Working closely with the MERL team, develop specific inclusive educational policy and education systems strengthening indicators and targets;
  • Support MERL team in data collection and monitoring program activities' impact on deaf learners and social inclusion; prepare reports and recommendations for program implementation;
  • Other responsibilities as assigned.

Requirements

Required Experience/Education:

  • Bachelor's degree in education, organizational development, public policy, government, management, social sciences, or related field; Master's degree strongly preferred;
  • Minimum five (5) years of experience designing and implementing systems strengthening activities that advance inclusive education at the primary education level; experience managing projects with local capacity strengthening preferred;
  • Minimum five (5) years of senior management experience for donor-funded international development programs;
  • Technical expertise in capacity development, institutional strengthening, and/or policy reform and communications, preferably related to education systems;
  • Experience working closely in partnership with government counterparts, international development agencies, non-governmental organizations, and other collaborators/stakeholders;
  • Experience as part of a USAID-funded program team in Rwanda or the region strongly preferred;
  • Rwandan nationals are strongly encouraged to apply;

Required Skills:

  • Strong leadership and teamwork skills, especially when working in multi-disciplinary and multi-cultural teams;
  • Strong organizational skills, able to manage multiple tasks simultaneously;
  • Sign language fluency; fluency in Rwandan Sign Language (RSL) highly preferred;
  • English language fluency, with excellent oral and written communication skills; proficiency in Kinyarwandan preferred.

Required Behaviors/Competencies:

  • Demonstrated knowledge and application of relevant USAID policies and strategies, such as USAID's Education Policy; Gender Equality and Female Empowerment Policy; Positive Youth Development Policy; and Collaborating, Learning, and Adapting Framework;
  • Familiarity with deaf people and their culture in Rwanda is strongly desired;
  • Ability to cultivate effective working relationships with government officials, education institutions, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders;
  • Commitment to inclusive development programming that brings to bear the talents of women, youth, minorities, persons with disabilities, and LGBTQI+ persons;
  • Knowledge of USAID rules and regulations preferred.
