Org. Setting and Reporting

The Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the United Nations Office of Counter-Terrorism (UNOCT) at Headquarters. The incumbent will lead and manage the work programme of the Human Rights and Gender Section within the United Nations Office of Counter-Terrorism, and will report to the Director and Deputy to the Under-Secretary-General.

Responsibilities

Within delegated authority, the Senior Programme Officer will be responsible for the following duties:

  • Supports UNOCT’s coordination mandate and implementation of Pillar IV of the United Nations Global Counter-Terrorism Strategy (GCTS) and its Review Resolutions, the Secretary-General’s Plan of Action on PVE, the SG’s Call to Action for Human Rights, and the Women, Peace and Security Agenda;
  • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; oversees the timely preparation of the budget for both the section and its programmes; identifies and initiates follow-up actions;
  • Ensures implementation of both UN-wide and UNOCT-specific human rights and gender mainstreaming guidelines by assessing the implications of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Directs research and programme evaluation and presents information gathered from diverse sources;
  • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies;
  • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Supervises preparation and timely submission of various written outputs, e.g., background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.;
  • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
  • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities;
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.;
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.);
  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization, including with Member States, as appropriate;
  • Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff;
  • May perform other duties as required. Education/Formation Advanced university degree (Master's degree or equivalent) in business administration, management, economics, political affairs, human rights, gender, law or a related field. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Education

  • Advanced university degree (Master's degree or equivalent) in business administration, management, economics, political affairs, human rights, gender, law or a related field. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. Experience with management of technical assistance and capacity building programmes is required. Experience working with issues related to counter-terrorism is required. Experience with managing programmes on human rights capacity building is required. Experience working with an international or regional organization is desirable. Managerial experience with programmes relating to counter-terrorism and/or prevention of violent extremism is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
