Responsibilities

Within delegated authority, the incumbent will serve as Chief of Section for the Regional Desk and will be responsible for the following:

  • Manage, supervise and carry out the work programme of the Desk; plan and oversee the management of activities undertaken by the Desk; ensure that substantive work programmes and activities are carried out in a timely fashion, coordinating diverse projects within the Desk and in liaison with other segments of the Department and with other organisations; ensure that the outputs produced by the Desk maintain high quality standards, that reports are clear, objective and based on comprehensive data; ensure that all outputs produced by the Desk under his/her supervision meet required standards before completion to ensure that they comply with relevant mandates; carry out programmatic/ administrative tasks necessary for the functioning of the Desk including monitoring performance parameters and critical indicators, preparation of inputs for results based budgeting, evaluation of staff performance; manage, guide, develop and train staff under his/her supervision;
  • Monitor, research and assess factors regarding the security and safety of UN system staff and their dependents worldwide; supervise the collection and analysis of security related information which impacts on the security of staff; supervise the evaluation and approval of country specific security plans for all duty stations system-wide to ensure security preparedness in emergency and crisis situations; undertake security assessment missions to high risk duty stations; ensure that duty stations have complied with all United Nations security management rules, procedures, guidelines including but not limited to Minimum Operating Residential Security Standards/Residential Security Measures (MORSS/RSM) and Minimum Operating Security Standards/Security Risk management (MOSS/SRM); ensure that all duty stations prepare and maintain a threat and risk assessment specific to locations within the country where UN staff are located; identify emerging security and crime trends that would increase risk to UN staff operating in the field and make recommendations to mitigate risk; monitor field office responses to direction provided in order to ensure that appropriate action has been taken; manage communications with Designated Officials regarding all aspects of security management;
  • Supervise, coordinate, plan and direct activities of professional security personnel deployed in the field; supervise the assignment and operational activities of Field Security Advisers and Officers;
  • Provide direction on implementation of security functions according to established UN policies, procedures and best practices; undertake field missions to provide direct guidance and support to professional security officers in the field; provide direction and assistance on all security issues during a crisis period; participate in hostage incident management; Ensure that all personnel are deployed as required to respond to the crisis; ensure that response mechanisms are in place and functioning in the region;
  • Participate in international, regional or national meetings and provide programmatic/substantive input to organizational discussions with representatives of other institutions; represent the Organization at interagency meetings, seminars etc. on related substantive issues.

Education

Advanced university degree (Master's degree or equivalent) in risk, disaster or emergency management, political science, military science, public administration, law enforcement, law, social science, international relations or related area. A first-level university degree in any of these fields, in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Of these, at least five (5) years of command or leadership experience is required. UN Security Management System or similar International Organizations within security or related area is required. Experience with security related contingency planning and crisis management is desirable. A minimum of two (2) years international field experience in a peace-keeping environment is desirable. Five (5) years in the United Nations, or similar International Organization, security management system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Fluency in another official UN language is desirable.
