The Enhancing Quality of Healthcare Activity (EQHA) is a five-year program funded by the U.S. Agency for International Development (USAID) and led by FHI 360. EQHA aims to strengthen national and provincial health systems and engage public and private healthcare managers and providers in Cambodia to collaboratively improve the quality and safety of health services, strengthen systems and increase service utilization. Since March 2020, EQHA has been supporting RGC in COVID-19 response efforts.

EQHA is seeking a Province Manager for COVID-19 to oversee the implementation of COVID-19 activities to support provincial health department, and its structure, to respond to COVID-19 at subnational level, including to strengthen surveillance system, scale up testing site, improve clinical management and IPC for care and treatment of COVID-19 patients at designated referral hospitals and health centers, expand risk communication interventions to vulnerable communities and enhance COVID-19 response decision-making, in six EQHA pilot provinces. This position is intended for 12-18 months with a possibility of extension. Provincial Manager reports to EQHA’s COVID-19 Program Director.

Job Responsibilities

  • The COVID-19 Provincial Manager is responsible for the overall implementation of COVID-19 activities in six EQHA pilot provinces, including day-to-day program management, achievement of deliverables for the province level;
  • Support any activities that are implemented by EQHA PSI team to on COVID-19 response effort;
  • Work under guidance of the EQHA COVID-19 Program Director, COP, DCOP, COVID-19 Technical Lead and collaborate with other technical staff, and project partners to coordinate evidence-based activities within each province;
  • Support pilot provinces in COVID-19 rapid response activities; identify needs and coordinate responses among various provincial partners; organize virtual meetings and trainings in infection control, triage, and case management in collaboration with MSF, DMDP, WHO;
  • Represent EQHA project at COVID-19 response forums at provincial level;
  • Contribute to development of project deliverables (e.g., quarterly reports or project workplans) including development of success stories and best practices;
  • Communicate and collaborate effectively with a wide range of partners including WHO, Ministry of Health at national and subnational levels, health facility staff, civil society and private sector to share information and stimulate joint design and implementation of interventions.

Qualifications

  • BA in business, pharmaceuticals, medicine, public health, international affairs, economics, or social sciences; advanced degree preferred;
  • At least five (5) years of experience in developing and/or managing public-private partnerships in a health-related field; experience in USAID-funded projects preferred;
  • Comprehensive knowledge of concepts, practices, and procedures with establishing and maintain strategic partnerships;
  • Experience working with government health programs;
  • Demonstrated ability to coordinate with multiple stakeholders and create and maintain effective relationships with a wide variety of stakeholders including private sector health providers, commercial sector, government personnel, USAID and project partners;
  • Excellent oral and written communication skills in English​;
  • Travel Requirements: 10%-25%.
