Role Overview

Oversee all programme and support activities in-country. Representing Medair in all issues relating to the country programme, the Country Director plays a key role in donor relations and manages the country strategy and the project implementation in conjunction with senior field managers, and ensures constructive engagement in Medair’s regional approach for the Middle East.

Project Overview

In the Middle East region, Medair has programmes in Lebanon and Jordan (since 2012) and Iraq (since 2014). In response to the ongoing crisis in Syria, Medair’s programme in Jordan is delivering emergency assistance to refugees in non-camp settings and vulnerable host communities in Jordan. Projects are in the sectors of Cash Assistance (case management) and Health (Cash for Health) with growing component of Protection and Psychosocial support.

Key Activity Areas

Leadership and Management

  • Design, update and evaluate the Jordan country strategy, in line with Medair’s international Strategy and in conjunction with the relevant senior field managers, Head of Country Programme and Global Support Office staff. Consider community needs, donor criteria and strategies, the regional context, and an exit strategy in order to facilitate the long-term planning and development of the projects in the country.
  • Manage the overall programme and support functions, including reviewing and refining the management structures and overseeing the development and maintenance of operational procedures for individual projects and support functions.
  • Ensure all programme activities and support functions comply with applicable national and international laws and regulations, including in-country registration.

Donor Relations Management

  • Develop and maintain contact with the in-country representatives of relevant funding partners in order to secure funding for the country programme sharing information with other country programmes in the region.
  • Present proposal cards for new projects for approval by the Head of Country Programme. Oversee the drafting and presentation of all proposals, operational and financial reports related to the country programme, in collaboration with the relevant senior field managers, shared, regional and GSO staff.

Coordination & Communication

  • Develop and maintain relationships with authorities, donors, media, other NGOs and embassies at in-country level, and in close cooperation with the RR. The objective is to raise public awareness and identify funding opportunities and other potential partnerships for country program and region.

Financial Management

  • Support the planning and construction of project budgets with senior field managers, regional and GSO staff.
  • Manage the spending within the programme in-line with the approved budgets. Analyse projected cash flow, decide on the timing of major procurements, oversee audits and anticipate where over or under spending may occur and ensure necessary action is taken.
  • Ensure sufficient and appropriate controls are in place to prevent fraud and that relevant staff receive the required information and training to minimise the risk of occurrence within the country programme.

Security Management

  • Oversee the implementation of country security plan, guidelines and manuals and ensure appropriate updates, in conjunction with the Head of Country Programme. Security Focal Point for Syria.
  • Ensure appropriate security procedures and awareness are maintained throughout the country programme, seeking guidance from the Head of Country Programme and GSO Security Advisor when required.
  • Take the lead on decision-making and contingency planning for Syria during security incidents or threats.

Staff Management

  • Oversee all HR related issues within the programme including job descriptions, recruitment, performance management, development and training, health and safety, team structures, capability disciplinary action etc.
  • Reflect the vision and values of Medair when interacting with team members and provide them with leadership, advice, support and appropriate communication.

Quality Management

  • Promote and use the Medair e-library, ‘Portfolio project’, other operating tools (like Field Connect, Medair People, Qlik IM Dasboard/DHIS2 and ODK) and operating procedures.
  • Ensure the country programme is implemented in line with donor proposals and requirements and Medair, donor, country and international standards. Ensure frequent and appropriate monitoring and evaluation of programme activities and outputs, implementing corrective actions as required.

This job description covers the main tasks that are anticipated. Other tasks may be assigned as necessary.

Qualifications

  • University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
  • Strong working knowledge of English (spoken and written). Ability to speak, or willingness to learn, Arabic.
  • Relief & Recovery Orientation Course (ROC)

Experience

  • At least 3-4 years post-qualification experience in a senior management position.
  • At least 2 years post-qualification experience in a complex humanitarian emergency.
  • Experience in dealing with donors and government officials. Knowledge of Humanitarian Essentials, Sphere and CHS Standards and other international humanitarian guidelines and protocols.
  • Able to liaise and negotiate with senior Government officials and deal with long negotiation processes. Good knowledge of humanitarian actors and of current humanitarian debates and issues.
  • Experience and willingness in training/mentoring staff. Able to build trust and enforce procedures.
