Design and implement review, assessment, and analysis of observation and other electoral data in close consultation with Senior Resident Director of Elections and the program team;
Draft and edit analytical reports, as well as create reporting templates with partners;
Continuously assess capacity of partner CSOs, and identify areas of further training, particularly based on performance during the 2019 electoral and post-electoral process observation, data analysis, interpretation, and reporting;
Provide data analysis support (with an emphasis on continuing the capacity development process) to partner CSOs;
Prior to each training, propose written materials to be used in trainings and workshops, i.e. workshop facilitation guides, curriculum, and communications plans;
Following each training/workshop, provide NDI a narrative written report of the activities conducted, thoughts on the impact of the activities, as well as any key constraints/challenges faced;
Support the data and knowledge management of election observation data, reports, and other materials;
Design and conduct in house sessions for NDI and its partners staff on data mapping;
Assist the Country Director and Senior Resident Director of Elections and Civil Society Development with other program design and management tasks, as necessary;
Develop a final report that will detail activities and provide recommendations for electoral observation, data analysis and interpretation, and reporting.
Undergraduate degree in political science, public policy, international development, or other relevant field;
At least 10 years of experience working in international development, including significant practical experience in electoral processes and civil society development;
Experience working with a multicultural team in strategic planning, creative program design, and effective project implementation;
Proven ability to effectively manage, mentor and motivate staff;
Experience in managing complex programs in fluid political environments;
Knowledge of Afghanistan, underlying political contexts and dynamics, policy frameworks and active political players;
Demonstrated ability to conduct and apply sophisticated political analysis to programmatic and elections reporting;
Deep understanding of data analysis and interpretation, including statistical analysis and other quantitative processes;
Significant experience working with data analysis and analytical reports, with the ability to train partners on reporting formats, how to develop summary reports, and other related areas;
Knowledge of and ability to provide oversight and strategic direction for fulfilling US and other international donor requirements and regulations in financial management, monitoring and evaluation, and reporting;
Experience in developing and implementing effective outreach strategies for a variety of audiences;
Strong oral and written communication skills; fluency in English required, Dari and Pashto fluency preferred;
Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.).
This position would report to the Senior Resident Director of Elections and Civil Society Development, with frequent interaction with the Country Director.
