Organizational Setting

The Land and Water Division (CBL) aims at enhancing the agricultural productivity and nutrition by advancing the sustainable use of land and water resources through their improved governance, management, development and conservation. It addresses the challenges member countries face in ensuring productive and efficient use of land and water resources in order to meet present and future demands for agricultural products, while ensuring the long-term sustainability of the land and water quantity and quality. It promotes equitable access to these natural resources with a view to enhancing productivity, livelihoods and ecosystem services. It provides assistance to member nations in developing policies, programmes, best practices and tools in the fields of rainfed agriculture and irrigation and drainage, soil conservation, drought mitigation, water rights, access to natural resources, and improvement of land markets.

Reporting Lines

The Land and Water Officer reports to the Deputy Director, CBL, and to the Senior Land and Water Officer, the Institute Water Management team.

Technical Focus

Coordinate, manage and implement the CBL project on "Increasing Water Productivity for Sustainable Nutrition-sensitive Agriculture Production and Improved Food Security", ensuring that the outputs and products are delivered as described in the project's result framework. In this regard, the incumbent will be responsible for the scientific and economic analytical evaluation, coordination of social and economic analysis, validation and dissemination of lessons learned from the project implementation.

Comprehensive technical and policy expertise to support the planning, development and implementation of departmental/division programmes, projects, products and services in accordance with departmental/division objectives and FAO’s Strategic Objectives.

Key Functions

  • Plans and leads components of multidisciplinary teams, leads and/or participates on Organization-wide, cross-departmental committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
  • Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
  • Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
  • Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
  • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;
  • Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
  • Participates in resource mobilization activities in accordance with the FAO’s Corporate strategy.

Specific Functions

  • Leads the overall project management and implementation, and ensure that the project is implemented in accordance with (i) its objectives as set out in the project documents and agreement with the donor; and (ii) FAO’s Strategic Objectives;
  • Leads and participates in the technical work of the project and coordinate the development of the project monitoring and evaluation (M-E) framework and related methodologies, tools, systems and databases, to support the planning, implementation and delivery of the project activities;
  • • Acts as the project focal point for nutrition and water related Sustainable Development Goals (SDGs) and their targets, more specifically, the SDG targets 2.4, 6.4 and 12.3;
  • Coordinates data collection on evapotranspiration of crops in country studies, economic and social analysis, dissemination and drafting of country assessments as well as reports and/or other written outputs in collaboration with other FAO technical units and project implementation partners such as the International Fund for Agricultural Development (IFAD);
  • Organizes capacity development opportunities for the different project stakeholders in the interested countries, including through the development of training modules and workshops in the technical focus areas, particularly at country level, in collaboration with FAO country offices and the local implementation partners and consultants;
  • Supports FAO's effort to mainstream nutrition-sensitive agriculture practices in its programmes and projects, including providing technical advice to country offices on the subject matter;
  • Contributes awareness raising and visibility of the project, ensures stakeholders engagement and supports the resource mobilization efforts for the project and FAO;
  • Liaises with local governments, FAO and IFAD Representations of the countries where the project will be implemented for the efficient implementation of the project;
  • Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in agriculture crop science, irrigation, natural resources management, nutrition, economics, and/or a related field;
  • Seven years of relevant experience in project management, formulation and implementation; food security and nutrition analysis; economic and social analysis and capacity building at the national and field levels;
  • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Work experience in Africa would be an advantage;
  • Extent and relevance of experience and skills in project management, monitoring and evaluation (M-E), resource mobilization, and leading and working successfully in multidisciplinary and multicultural teams;
  • Extent and relevance of experience in coordinating and managing multidisciplinary teams and multiagency partnerships preferably in multisector and multiagency contexts;
  • Familiarity with the concept covering the interrelationship between nutrition and water, food security, nutrition-sensitive agricultural and impact assessment of development programmes and projects;
  • Extent of experience and knowledge in design and implementation of capacity development initiatives;
  • Experience in organizing international meetings, seminars and training courses;
  • Understanding of FAO policies and programmes and familiarity with UN policy agendas is considered an asset.
