The NATO International Staff is recruiting, for its Operations Division, a Director Senior Civilian Representative Office (Kabul, Afghanistan), (ref. 190507).

Are you a seasoned political affairs expert? Are you comfortable in leading a dynamic, multi-national team in a challenging environment? Do you have experience in crisis management and are ready to roll-up your sleeves? Then this position is for you!

You will be leading a team of approximatively 10 people, in a fast-paced, high-pressure but extremely rewarding environment. You will assess a complex geo-political environment to facilitate senior NATO decision-making. You will frequently represent NATO’s activities in Afghanistan and the region to both diplomatic and military audiences.

Key challenges facing the successful candidate during the next 2-3 years will include:

  1. Anticipate the impact of NATO’s support to Afghanistan on Afghan security;
  2. Identify, and succinctly communicate, Afghan and international community issues that provide important early indications of whether NATO initiatives in Afghanistan are succeeding or under-performing;
  3. Deliver expertly-informed, hard-hitting political-military analysis that enables decision-making.

Profile:

The incumbent must:

  • possess a university degree, preferably in political science or international relations;
  • have at least 10 years’ professional experience in political affairs, working for an International Organisation or a national administration in a senior level capacity;
  • have prior experience in being deployed in non-permissive environments;
  • have extensive experience in international crisis management;
  • have recent experience leading a team;
  • have knowledge of current political affairs and challenges facing the Alliance;
  • possess a minimum level of V (“Advanced”) in English (English is the operating language in the NATO SCR Office in Kabul); a level I (“Beginner”) in French would be considered an advantage.

The following would be considered an advantage:

  • a very good understanding of NATO;
  • knowledge of NATO political and military policies, initiatives, and political sensitivities related to Afghanistan;
  • experience in Afghanistan or in the region;
  • basic knowledge of Dari or Pashto.
