The National Democratic Institute for International Affairs (NDI) seeks a Program Officer to join its Election and Political Processes Team and work with NDI’s regional teams, country teams, local partners, and international partners to advance electoral integrity, promote accountability and encourage citizen engagement in electoral processes. The Program Officer will work with other members of the Election and Political Processes Team to support: country-level programs, which involve citizen election monitoring (including parallel vote tabulations (PVTs)); international election observation efforts; international workshops, academies and conferences; and global initiatives, including, for example, the Open Election Data Initiative (OEDI). This position is based in Washington, DC and will require periodic travel.

Responsibilities:

Under the direction of the Director of Electoral Programs and supervision of senior team staff, the Program Officer will perform the following tasks:

  • Assist the team in developing program concepts, facilitating strategic discussions and reviewing and contributing to program proposals and budgets for electoral programming across the Institute, for citizen election observation (including PVT), international election observation, legal framework analysis, electoral inclusion, open election data principles, electoral disinformation monitoring, electoral violence mitigation, and other electoral integrity initiatives;
  • Track global best practices in electoral integrity, manage resource repository and facilitate resource sharing among NDI staff and partners;
  • Track political developments related to assigned programs and inform NDI colleagues and partners of related developments and their potential program impact;
  • Oversee activities, budgets, expenditures, strategies, and reporting of team grants related to regional and global electoral initiatives;
  • Travel to assigned project locations to provide direct assistance to electoral program implementation, organize and support international election observation missions, lead training sessions, manage observation data analysis or conduct assessments or evaluations;
  • Organize logistical and content-related aspects of international and regional and global academies, workshops, and conferences;
  • Maintain collaborative relationships and regular communication with NDI staff, local partners, consultants, donors and peer organizations;
  • Review and edit team documents and reports;
  • Represent NDI at local and international meetings and conferences and assist in NDI outreach.

Qualifications:

  • Bachelor’s degree, preferably related to public policy, political development and/or international relations; Additional years of relevant work experience may be substituted for educational requirements on a one-for-one basis;
  • A minimum of 4 (four) years relevant work experience in international development, community organizing, election administration and/or observation, political campaigns, organizational development, legislative affairs and/or experiential educational programming;
  • International work experience preferred;
  • Demonstrated knowledge and competency in NDI’s electoral programming, particularly with citizen and/or international election observation;
  • High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, partner organizations, U.S. and foreign government personnel, members of donor organizations, funders and policy makers;
  • Excellent oral communications skills to effectively present information, lead training sessions and facilitate public events;
  • Excellent writing skills, with demonstrated ability to timely present complex political and technical analysis in clear and concise language for proposals, briefing or background materials, reports and statements;
  • Demonstrated program and event management and strategic planning skills, with the ability to anticipate and adjust programming in shifting contexts;
  • Intellectual curiosity and desire to learn new things, techniques and technologies;
  • Ability to mentor and build capacity of local partners;
  • Understanding of basic principles of statistics and data analysis;
  • Demonstrated experience applying graphic design principles a plus;
  • Understanding of budget processes and financial management;
  • Ability and willingness to travel regularly for brief and extended periods to work in places that are often remote and difficult to reach;
  • Proficiency in oral and written English; additional language skills, particularly in French, Spanish, Russian, or Arabic, are a plus;
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.
